The United Arab Emirates is reassessing the design and siting of two of its largest infrastructure ventures, moving significant components underground to bolster protection against potential attacks. One is a proposed 5-gigawatt AI data center project being developed with US technology partners, originally conceived as a single 10-square-mile campus in Abu Dhabi but now likely to be implemented as a dispersed national network of facilities. The other is a multibillion-dollar plan to relocate Dubai’s main airport south of the city, with underground fuel storage tanks and enhanced defensive measures under consideration.

"The changes will not shrink the plan to ferry 250 million passengers a year through the new hub," said Paul Griffiths, chief executive officer of Dubai Airports, describing how the relocation project’s ambition remains intact despite design changes.

Officials and project planners are weighing a shift from concentrated surface infrastructure to a mix of subterranean and distributed sites.
