Start a Business in Dubai Instantly: Invest in Dubai Platform Speeds Licences and Cuts Red Tape

Invest in Dubai, the emirate’s single digital gateway for company formation and regulatory services, now processes roughly 1.5 million transactions a year and has served more than 500,000 beneficiaries since launch. The platform offers access to over 1,000 business activities and integrates more than 70 government and regulatory services, with about 53% of services delivered instantly and a further 46% provided proactively without customers having to initiate each step. Dubai Business Registration and Licensing Corporation (DBLC) says the platform has removed more than 66 customer requirements, eliminated physical visits to service centres and recorded a 97% customer satisfaction rate.

“The true measure of Invest in Dubai's impact is the experience it has created for businesses,” said Salwa Aladidi, Director of the Business Data Management Department at the Dubai Business Registration and Licensing Corporation. “Every requirement removed, service integrated and visit to a service centre eliminated represents time and effort returned to entrepreneurs, allowing them to focus on innovation, growth and creating economic value.”

The platform, developed by DBLC under the Dubai Department of Economy and Tourism, centralises the full business lifecycle: searching for business activities, reserving trade names, obtaining regulatory approvals and issuing commercial licences through a single online channel. Close to 29% of the Dubai Government’s services portfolio is now accessible via Invest in Dubai, reflecting coordination between multiple government entities to standardise procedures, align regulatory requirements and enable secure data exchange.

DBLC officials say the platform was deliberately re-engineered from the investor’s perspective rather than simply digitising existing government processes. Participating entities worked to redesign services collaboratively and establish shared governance and technical mechanisms that allow new services to be added as business and regulatory needs evolve. The result is a more integrated customer journey across establishment, management and growth phases of a company.

  • Transactions per year: ~1.5 million
  • Beneficiaries served: 500,000+
  • Business activities available: 1,000+
  • Integrated services: 70+
  • Instant services: 53%
  • Proactive services: 46%
  • Customer requirements removed: 66+
  • Customer satisfaction rate: 97%
  • Share of government services accessible via platform: ~29%

Customer feedback and operational data are central to ongoing service redesign, DBLC says. The platform monitors repeated requirements and procedural bottlenecks to remove unnecessary steps and increase automation. “Customer feedback is central to how Invest in Dubai evolves. We review it alongside operational data to identify where users encounter delays, repeated requirements or unclear steps,” Aladidi added.

Invest in Dubai has also been recognised in government awards: the Dubai Department of Economy and Tourism and Dubai Trade were named joint winners of the Shared Digital Channels Award under the Hamdan bin Mohammed Programme for Government Services 2025, an accolade cited for delivering connected digital channels that reduce the need for customers to interact with separate authorities.

Outlook

DBLC says the platform will continue to expand its integrated services, increase automation and strengthen inter-agency data exchange. Officials are exploring artificial intelligence to deliver more personalised, data-driven services across the business lifecycle. Framed within the Dubai Economic Agenda, D33, Invest in Dubai aims to support objectives such as doubling the emirate’s economy and enhancing its competitiveness as a destination for business and investment.
