Qatar startup incentives gain traction among foreign tech companies

Qatar's new startup incentives and regulatory reforms are attracting foreign tech companies to establish regional bases in Doha. Qatar startup incentives gain traction among foreign tech companies

Recent policy measures and incentive packages in Qatar are prompting a rise in foreign technology companies establishing regional bases in Doha, with cloud infrastructure firm CloudZigo among the newcomers that set up operations after Web Summit Qatar 2026. Founders point to regulatory reforms — including 100% foreign ownership for eligible businesses, streamlined licensing via the Ministry of Commerce and Industry’s (MoCI) Single Window, and the Qatar Investment Authority’s expanded Fund of Funds programme now sized at $3bn — as key enablers, while calling for more practical early-stage grant funding and patient capital.

"Being here made us look at the GCC market more closely. We saw limited options for businesses looking for affordable and flexible cloud infrastructure and felt this was a problem we could help solve," said Abdul Sakhib Mohammed, founder and managing director of CloudZigo. "So, Qatar became more than just another market for us. We saw it as a strategic base to serve the wider GCC and eventually the world."

CloudZigo, which established its Doha presence following its invitation to Web Summit Qatar 2026, was incubated at Qatar Science & Technology Park (QSTP). Mohammed highlighted both practical and strategic benefits of the move: access to local corporate networks and state-backed entities through QSTP; streamlined setup and licensing via MoCI’s Single Window; and the commercial flexibility afforded by 100% foreign ownership options and Qatar Financial Centre procedures.

  • "The availability of 100% foreign ownership for eligible businesses and the Qatar Financial Centre’s streamlined setup and licensing have made things much easier, although the cost can be a consideration for early-stage companies," Mohammed said. "MoCI’s Single Window is also very helpful."
  • He said incubation at QSTP "didn’t change our foundation; it strengthened it," providing mentors, networks, Qatar Foundation connections, and access to corporates that accelerated CloudZigo’s Gulf commercial trajectory.
  • Mohammed noted tangible benefits already felt by his company, including registration and setup incentives and tax benefits, and added that he has applied for the new Entrepreneur Ruby Residency and is "currently waiting for approval."

Despite the welcome policy environment and headline measures such as the $3bn Fund of Funds and new 10-year residency tracks announced at the event, founders stress the need to translate high-level announcements into usable, upfront support for pre-revenue startups. Mohammed argued that many incoming entrepreneurs will require patient capital and non-dilutive support during the proof-of-concept phase.

"I’d also like to see investors take a little more calculated risk with early-stage founders, rather than expecting everything to be proven from day one," he emphasised. He added that extending practical assistance — for example, the Qatar Development Bank’s existing four-week housing allowance — could materially reduce the cost burden for entrepreneurs during initial setup.

Looking ahead, Mohammed expects the influx of international founders to quicken as Qatar clarifies execution pathways and eases cost hurdles for early-stage ventures. If policymakers and investors pair headline incentives such as the $3bn Fund of Funds with accessible grant programs, housing support, and a willingness to accept early-stage risk, Qatar could consolidate its appeal as a regional base for foreign tech firms aiming to scale across the GCC.
