His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai’s Crown Prince and the UAE’s Deputy Prime Minister, honoured several government entities on 7 July 2026 for delivering large-scale digital transformations across Dubai’s public services. Nine entities were shortlisted under the 2025 Hamdan Bin Mohammed Programme for Government Services as part of Dubai’s 360 Services policy, which was launched three years ago and has since transformed 1,474 government services through an integrated approach.

"Thank you to all the government entities that continue to set benchmarks worthy of Dubai’s name," Sheikh Hamdan wrote on social media, highlighting the impact of the programme on service delivery and customer experience.

Programme highlights and award winners

The 2025 Hamdan Bin Mohammed Programme for Government Services recognises initiatives that advance proactive and automated government services. Awards announced included:

Sheikh Hamdan underlined the scope of the 360 Services policy: "Three years ago, we launched the 360 Services Policy. Since then, we have comprehensively transformed 1,474 government services through an integrated approach, significantly reducing the time, effort, and costs required of customers." The remark underscores the administration’s emphasis on reducing friction for residents and businesses by automating processes and integrating channels across entities.

Context and implementation

The recognition highlights concentrated efforts by Dubai’s public sector to move services toward proactive models that anticipate user needs and remove manual touchpoints. DEWA, led by Saeed Al Tayer, received the highest accolade — the Hamdan Flag — reflecting its role in digitalising utility services and citizen interactions. The Dubai Land Department’s Best Pioneering Initiative Award points to innovations in property-related transactions, while the General Directorate of Identity and Foreigners Affairs was singled out for advancing the digital city experience for residents, visitors and businesses.

Joint recognition for the Dubai Department of Economy and Tourism and DP World with the Shared Digital Channels Award signals increased collaboration between government and commercial operators to unify access points and data flows. That collaboration is intended to shorten processing times and cut costs for end users by consolidating channels and automating cross-agency tasks.

Outlook

Sheikh Hamdan closed his public remarks by reiterating the broader ambition driving the programme: "Our journey continues because our goal is for the Government of Dubai to remain closest to the people, the quickest in meeting their aspirations, and the world’s most inspiring model for delivering government services." With 1,474 services transformed already, Dubai appears set to continue expanding automation and integration across remaining services as part of its digital transformation roadmap.
