Gateway 2040 brings US residency-linked infrastructure investment opportunity to Dubai

Gateway 2040, a proposed pedestrianisation and streetscape project at the intersection of International Drive and Sand Lake Road in Orange County, Florida, will be presented to investors in Dubai at the International Property Show (IPS) 2026 from September 7-9 at the Dubai World Trade Centre. The project team will be at Stall E06, near Gate 8, offering regional and international investors an opportunity to participate in the transformation of a major Orlando tourism gateway while accessing the EB-5 Immigrant Investor Program pathway to US lawful permanent residency, with the current minimum EB-5 investment threshold for qualifying infrastructure projects set at $800,000.

"Gateway 2040 is about creating an arrival experience worthy of one of the world’s great tourism destinations," said Joshua T. Wallack, Manager of Gateway 2040. "For international investors, what makes the opportunity particularly compelling is that through the EB-5 programme, qualifying investors and their families have a direct pathway to permanent residency in the United States, within a short period of time. For investors in Dubai looking not only at where they place their capital, but also at the long-term opportunities they can create for their families, that is an incredibly powerful proposition."

Gateway 2040 proposes a comprehensive reconstruction and widening of existing sidewalks into an enhanced pedestrian promenade, incorporating landscaping, streetscaping and accessibility improvements. The promenade is designed to connect seamlessly with Orange County’s planned pedestrian bridge and to support hotels, restaurants, attractions, entertainment venues and businesses across the International Drive district. Orange County’s 2024 Pedestrian Movement Study recorded an average of 1,150 pedestrians at the intersection on weekdays, with numbers reaching 1,364 on the peak recorded day — figures the project team cites to demonstrate demand for improved pedestrian infrastructure.

  • Investment structure: Gateway 2040 is being structured as an EB-5 infrastructure investment, with private capital intended to finance design, permitting and construction of the Promenade.
  • EB-5 terms: Qualifying infrastructure projects are eligible for the $800,000 minimum EB-5 investment threshold and benefit from a dedicated 2% annual visa set-aside for infrastructure projects.
  • Immigration and jobs: The EB-5 programme provides qualifying investors, spouses and eligible unmarried children under 21 a pathway toward US lawful permanent residency, subject to investment, job creation, source-of-funds and individual immigration requirements; each investment must support at least ten full-time US jobs per investor.
  • Economic impact: Gateway 2040 is expected to generate employment across engineering, surveying, construction, landscape architecture and skilled trades, with a full economic analysis planned to quantify job creation against the EB-5 threshold.

Upon completion, relevant property interests associated with the Promenade are intended to be conveyed to Orange County to support long-term public ownership. The project team has directed interested parties to Gatewayeb5.com for further information and details on the EB-5 offering and investment mechanics.

Looking ahead, Gateway 2040 positions itself as both an urban improvement for one of Florida’s busiest tourism corridors and a structured EB-5 investment vehicle marketed to international capital, particularly in Dubai. With the IPS 2026 showcase scheduled for early September, project representatives will be available to discuss timelines, the planned economic analysis of job creation, and the specific immigration and compliance steps prospective investors must satisfy under EB-5 rules, including the creation of ten full-time jobs per qualifying investment and verification of lawful source of funds.
