Flow expands into the UAE following issuance of DIFC commercial license

Flow, a U.S.-headquartered vertically integrated branded residential operator backed by $350M from Andreessen Horowitz, has secured a DIFC commercial license to expand into the UAE with plans to open communities in Dubai and Abu Dhabi in Q1 2027.

Flow expands into the UAE following issuance of DIFC commercial license

Flow has formally expanded into the United Arab Emirates after securing a Commercial License from the Dubai International Financial Centre (DIFC), the company announced. Headquartered in the United States and backed by a $350 million investment from Andreessen Horowitz (a16z), Flow said it now joins the UAE market with a regional portfolio valued at $2.5 billion and more than 8,500 residences under management and in development across the U.S. and Saudi Arabia. The firm expects to open its first communities in Dubai and Abu Dhabi in the first quarter of 2027.

Context and operating model

Flow presents itself as a vertically integrated operator of branded residential real estate, combining branding, property management, hospitality, wellness programming and community operations under a single platform. The company entered the MENA region in 2024 via the acquisition of approximately one thousand units in Saudi Arabia and has since positioned itself as one of the largest owners and operators in the market.

  • Investment backing: $350 million from Andreessen Horowitz (a16z), the largest individual investment in the firm’s history at the time of Flow’s founding in 2021.
  • Portfolio scale: $2.5 billion in existing and planned developments, including 8,500+ Class A residential units and over 1 million square feet of commercial space.

The DIFC’s issuance of a Commercial License places Flow within Dubai’s regulated financial and commercial ecosystem. Outlook

With a declared opening target of Q1 2027 for its initial Dubai and Abu Dhabi communities, Flow is actively pursuing new partnerships across the UAE to expand its pipeline. The company will seek to leverage its integrated platform—combining design, wellness programming, community operations and technology—to differentiate its product in a competitive market that prizes premium residential offerings. Flow’s regional expansion follows its rapid scaling since 2021 and reflects continued investor confidence from backers such as a16z as it transitions into the Gulf’s largest urban housing markets.
