Dubai has adopted a unified, AI-driven workforce productivity measurement system across 32 government entities, formalised under Executive Council Resolution No. 67 of 2025. The framework, developed since 2020, uses millions of data points, advanced analytics and machine learning to link human and financial resources to the outputs and results of government services, and is intended to guide decisions on staffing, spending and service delivery.

“The impact of the system goes beyond measuring productivity,” said Abdullah Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources Department. “It establishes a unified methodology aimed at improving resource allocation, service quality and the sustainability of institutional performance.”

Development of the framework began in 2020 with a pilot involving a limited number of government bodies. A steering committee for workforce productivity measurement was later formed under Resolution No. 7 of 2023 to refine the methodology and prepare entities for broader implementation. Officials say the committee has now completed its mandate following adoption of the system as an integrated, government-wide platform.

How the system works

  • Data foundation: The programme’s knowledge base draws on millions of data points collected over the five-year development period to create a common productivity metric across entities.
  • Analytical tools: Digital platforms and analytical tools supported by machine learning and artificial intelligence enable periodic tracking of productivity indicators and examination of the relationship between inputs (human and financial resources) and outputs (service outcomes).
  • Governance: The unified framework is anchored in Executive Council Resolution No. 67 of 2025 and benefited from the steering committee formed under Resolution No. 7 of 2023 during its rollout phase.

Authorities say the system links staffing and spending with the performance of government services, allowing entities to assess resources, outputs and service performance in a standardised way. By establishing a common methodology, Dubai aims to ensure more consistent measurement across departments and to support evidence-based decisions intended to enhance service quality and institutional performance sustainability.

Officials highlight several practical uses already available to government entities: tracking productivity indicators on a regular basis, modelling how changes in staffing or budgets affect outputs, and using AI-driven insights to prioritise interventions that improve citizen-facing services. The platform’s machine learning capabilities are intended to surface patterns and correlations that manual analysis might miss, helping planners fine-tune resource allocation.

With the system now applied across 32 entities, the next phase for Dubai will likely emphasise operational integration and iterative refinement. The completion of the steering committee’s mandate signals a shift from design and piloting to sustained, government-wide use and oversight.
