UAE Reclaims the MENA Crown. $1.3 Billion and Four Startups That Are Rewriting Arab Tech.
UAE reclaimed the MENA funding crown in H1 2026 with $1.3B, while four notable deals the week of Sept 21–25, 2026 highlighted shifting capital flows: D360 Bank ($439M), Whiteshield ($15M), Think AI ($8M) and AVELIN AI ($3.7M pre-seed).

UAE startups reclaimed the MENA funding crown in H1 2026, raising $1.3 billion, while the week of September 21–25, 2026 highlighted four deals that underscore the region’s shifting capital flows: Think AI’s $8 million round in Saudi Arabia, Whiteshield’s $15 million raise in Dubai, D360 Bank’s $439 million financing in Saudi Arabia, and UAE-based AVELIN AI’s $3.7 million pre-seed.
"The Middle East's startup ecosystem has been on an eight-year trajectory that most Western investors underestimated for most of that period," wrote Laura Anderson, whose reporting framed the week’s activity as evidence that regional ecosystems are converting policy and capital into tangible company-building.
The largest deal of the week, D360 Bank’s $439 million round, marks a major institutional bet on digital banking in Saudi Arabia. D360 is building a fully licensed, fully digital banking platform targeting retail and SME customers, a segment described as having both high smartphone penetration and a significant unbanked and underbanked population. The financing signals that institutional capital beyond sovereign balance sheets is willing to back large-scale digital banking infrastructure in the Kingdom.
In enterprise AI, Think AI closed an $8 million round led by RAED Ventures, one of Saudi Arabia’s most active early-stage technology investors. RAED Ventures — which has backed more than 40 Saudi and MENA technology companies — invested in Think AI to support locally-built enterprise intelligence solutions tailored to Arabic language, Islamic finance compliance and regional regulatory requirements. That deal highlights the growing demand for homegrown AI stacks that require less customisation than imported Western products.
Dubai-based Whiteshield raised $15 million from Ruya Partners for its strategic advisory and AI analytics work with governments and sovereign institutions. The company focuses on government-facing technology, an area where a small number of public clients can represent very large contract values and long-term operational stickiness. Ruya Partners’ backing underscores investor appetite for firms that can embed into national digital transformation programmes across the Gulf.
For early-stage infrastructure, AVELIN AI’s $3.7 million pre-seed round in the UAE is notable. The AI infrastructure tools startup is the youngest company in the week’s cohort and reflects a shift in Gulf investor behaviour: pre-seed rounds, historically rare in the region, are becoming more available as local capital moves earlier in the startup lifecycle.
Key deals and implications
- D360 Bank — $439 million (Saudi Arabia): largest single financing in the week; positions D360 to compete with established banks for digital-native customers.
- Whiteshield — $15 million (Dubai): raised from Ruya Partners; focuses on government advisory and AI analytics.
- Think AI — $8 million (Saudi Arabia): led by RAED Ventures; builds enterprise AI solutions localised for the region.
- AVELIN AI — $3.7 million pre-seed (UAE): early-stage AI infrastructure tooling; signals expanding pre-seed availability in the Gulf.
Outlook: UAE’s $1.3 billion H1 2026 haul shows the country has reclaimed leadership in MENA funding, but the week’s activity demonstrates a more nuanced regional picture: Saudi Arabia continues to attract outsized rounds for digital banking and enterprise AI, while the UAE consolidates strength in AI infrastructure and government-facing analytics. The entrance of institutional capital into large digital banking rounds and the emergence of meaningful pre-seed allocations both suggest the next 12–18 months will test which regional models scale — incumbent-backed national champions, specialised advisory platforms, or locally engineered AI stacks.
