UAE makes fresh investment push into Africa’s second-largest economy as two Arab powers deepen ties
Egypt and the UAE are deepening economic ties with a push to upgrade maritime logistics in the Suez Canal Economic Zone with DP World and to register Egypt’s Sahel digital payments platform in Dubai’s DIFC to serve expatriates.

Egypt and the United Arab Emirates have kicked off a fresh round of economic cooperation focused on maritime logistics and digital financial services, with talks centred on expanding operations within the Suez Canal Economic Zone (SCZONE) and registering Egypt’s Sahel digital payments platform in Dubai. Egypt’s Minister of Planning and Economic Development, Ahmed Rostom, met with Essa Kazim, Governor of the Dubai International Financial Centre (DIFC) and Chairman of DP World Group, to explore investment opportunities in container management, port infrastructure and cargo handling alongside DP World.
“The partnership with DP World could contribute to Egypt’s plans to develop the transport and logistics ecosystem within the Suez Canal Economic Zone, reinforcing its role as a regional hub for trade and logistics services,” Rostom said, framing the talks as a coordinated push to leverage the SCZONE’s strategic geographic position.
Details of the investment push
The meetings emphasised two parallel tracks: upgrading maritime logistics around the Suez Canal and integrating fintech services between the two countries.
- Maritime logistics: Discussions targeted container management, port infrastructure upgrades and cargo handling operations inside the Suez Canal Economic Zone, with DP World identified as a principal private-sector partner. Egyptian authorities signalled intent to attract foreign capital and enhance investor services to convert the zone into a major trade gateway.
- Fintech integration: The parties moved to register Sahel, a digital bill payment and utilities platform partially owned by Egypt’s National Investment Bank, at the Dubai International Financial Centre. That registration is intended to give Sahel a regional base in Dubai and to offer Egyptian expatriates in the UAE a secure electronic channel to pay bills back home.
- Joint investment coordination: Officials agreed on ongoing coordination to secure further joint ventures and boost economic activities across logistics and digital services, aligning with Egypt’s broader digital modernization goals.
Rostom also stressed the broader economic rationale behind the fintech push: “Supporting Egyptian companies operating in fintech and digital services, and helping them expand into regional markets, is an important part of the government’s strategy to strengthen the digital economy.” The move to register Sahel at the DIFC both targets practical remittance and payment needs of the Egyptian diaspora and aims to position Egyptian digital services for regional expansion.
Context and strategic implications
The Suez Canal Economic Zone has been a focal point for Egypt’s efforts to capture more transit and logistics value from global trade routing. Partnering with a global port operator like DP World signals an attempt to combine international logistics expertise with Egypt’s geographical advantage. Meanwhile, placing Sahel within the DIFC framework leverages Dubai’s financial infrastructure to accelerate fintech scale-up and cross-border service delivery.
Outlook
Implementation will hinge on concrete investment commitments and project timelines from DP World and other private-sector players, alongside regulatory approvals for Sahel’s DIFC registration. If successful, the twin push could enhance container and cargo throughput in the SCZONE while providing Egyptian expatriates in the UAE with streamlined digital payment options. Officials from both countries have expressed intent to continue coordinating joint investments, suggesting further announcements on infrastructure projects and fintech rollouts may follow in the coming months.
