UAE-based sovereign AI startup AVELIN AI has raised $3.7 million in a Pre-Seed funding round to accelerate deployment of sovereign AI infrastructure for government institutions and large enterprises operating in regulated sectors. The company said the capital will be used to expand its commercial footprint across the Middle East, Europe and North America, strengthen GPU infrastructure and convert existing commercial agreements into long-term customer contracts.
"This approach enables enterprises to deploy AI solutions that balance performance, governance, and regulatory compliance without relying on a single underlying model," the company wrote, describing its Cross-Model Fusion technology as central to its platform.
Building sovereign AI for regulated industries
AVELIN AI develops infrastructure tailored to industries with strict privacy, security and data sovereignty requirements, including healthcare, financial services and public administration. At the core of its offering is Cross-Model Fusion, a proprietary architecture that combines multiple AI models into a unified enterprise stack designed to meet complex organisational use cases without forcing reliance on a single model provider.
The startup positions Cross-Model Fusion as a way to balance model performance with governance and compliance demands that have become increasingly important as enterprises and governments adopt AI.
