The ‘Switzerland’ of AI: Saudi Arabia’s big AI bet

HUMAIN, the state-backed AI company launched under Saudi Arabia’s Public Investment Fund and led by CEO Tareq Amin, is positioning the Kingdom as a global AI compute hub with plans for a 3 gigawatt data‑centre build and aggressive international expansion. Amin said the company has secured commitments including a $3 billion pledge from Blackstone, aims to shift its shareholder mix to roughly 30% internal and 70% third‑party financing, and projects industry build costs of about $11–$12 million per megawatt — figures that imply multibillion‑dollar capital needs for the announced capacity.
"My goal is to be 30‑70 — 30% shareholder financing and 70% third party. We’re not there yet, but I’m getting close to it," Amin told the interview, adding: "When you offer predictable energy tariff rates, an abundance of land, low‑cost energy, and a [total cost of ownership] that is one of the lowest in the world, it becomes a no‑brainer to start looking seriously at investing here."
Amin, a Jordanian‑American who previously ran Saudi Aramco’s technology arm, framed HUMAIN’s strategy around Saudi Arabia’s cheap energy, vast land and sovereign capital. The company has said it intends to be both a builder for hyperscalers — offering build‑to‑suit facilities where customers purchase GPUs — and an active marketplace operator selling endpoint APIs for inferencing of frontier models. Amin noted much of HUMAIN’s capacity is already pre‑sold, signalling strong enterprise demand as firms move from experimentation to production AI use cases.

HUMAIN has also made technical moves to balance sovereignty and capability. Amin disclosed a strategic partnership with Reflection AI in the United States to help tune and optimize Allam, HUMAIN’s Arabic‑first large language model, and highlighted collaboration with Mistral to create a marketplace for open‑weight models. He described the company’s ambition to act as a "Switzerland for open models" that can sidestep geopolitical frictions between the US and China.
"With this open‑weight architecture, I feel confident that we have an answer regardless of whatever geopolitical scenario comes our way," Amin said, while acknowledging the scale gap compared with leading labs: "When we created Allam we used about 4,000 GPUs. Compare that to OpenAI that has hundreds of thousands of GPUs."
Operationally, Amin framed HUMAIN’s build pace as a balance between accelerating capacity and securing predictable revenue offtakes needed to underwrite third‑party debt and equity. He said he is not concerned about land or grid capacity but is preparing contingencies for faster scale‑up "if I get asked by His Royal Highness to accelerate, I will absolutely accelerate." The company is also expanding internationally with plans for offices in the US, France and the UK and aims to reduce reliance on the sovereign wealth fund by opening to global investors.
Technically, HUMAIN has incorporated open‑source and international model architectures — including MiniMax’s M3 — to make Saudi compute globally competitive, while pursuing both inferencing products and traditional hyperscaler builds. The combination of state capital, cheap power, and a marketplace for open models frames HUMAIN’s bid to become a major global node for AI compute and services.
