Chinese entrepreneur Chao Yi-Long, associated with Cosmico Ltd, is pursuing financing for a semiconductor fab in Oman while facing legal action in Dubai from a former Abu Dhabi business partner over a stalled UAE project. Muscat nearly agreed to allocate up to $250 million toward the Oman proposal before due diligence concerns emerged.
