The Startup Qatar Investment Program, run by Qatar Development Bank (QDB), will invest up to US$1.1 million in early-stage tech startups and up to US$5.5 million in firms with three or more years of operations that commit to establish or expand in Doha. Selected founders can also receive entrepreneur visas, waived licence renewal fees, subsidised housing and a desk in a co‑working space. QDB says funding is provided as equity and paid in instalments against agreed milestones.

"You're taking on a government shareholder, and the cash arrives in instalments tied to milestones you agree with them," the program guide states, underlining that capital comes with state ownership and contractual conditions.

The programme sits under Startup Qatar, the founder-facing arm of Invest Qatar, and QDB itself is a fully government‑owned financial institution established by Emiri decree. The current funding caps — US$1.1m for the START track and US$5.5m for the GROW track — are listed on QDB’s official programme page. The scheme launched publicly at Web Summit Qatar in 2024 with smaller caps (US$500,000 for early‑stage and US$5 million for growth stage) and has since raised those ceilings.

  • START track: Up to US$1.1 million for teams with a proof of concept or MVP, a validated concept, a technology roadmap, market research, a monetisation model and an experienced leadership team.

QDB’s Mohammed Al Emadi told state media in February 2026 that the programme "had drawn more than 6,000 applications and invested in around 40 companies, with funding passing $40 million." That equates to roughly one deal per 150 applications and an average cheque of about US$1 million across recipients, indicating most investments to date sit at START‑sized levels while the US$5.5m cheques are reserved for established, revenue‑generating firms.

The state equity element is central to the offer and the warnings that follow. QDB lists the Startup Qatar Investment Program among its equity and investment products; it does not publish a standard ownership stake or term sheet. Observers and the programme guide point to three practical consequences: dilution (every dollar buys shares), tranche‑based payments tied to milestones, and the presence of a government shareholder that could hold board seats, veto rights or restrictions on relocating the company.

Practical benefits are significant: Qatar does not tax salaries, and selected founders receive residence permits and local support. However, corporate taxation is not exempt — foreign‑owned company profits are subject to a 10% tax. The programme also emphasises the need for clear, attainable milestones and advises getting legal advice before signing shareholder agreements that may affect future fundraising or relocation options.

Outlook: For founders weighing Gulf options, the Startup Qatar Investment Program offers a blend of capital, residency and local integration but on equity terms that insert the Qatari state into the cap table. For many startups the combination of funding, visa access and market entry may be attractive; for others the unknowns around governance rights and long‑term restrictions will shape whether the deal is ultimately acceptable.
