Sheikh Hamdan appoints three new CEOs at Dubai Health Authority

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, in his capacity as Chairman of The Executive Council of Dubai and Crown Prince of Dubai, has issued three Executive Council resolutions appointing new chief executive officers at the Dubai Health Authority (DHA). Executive Council Resolution No. (52) of 2026 names Asma Abdullah Saad Al Sherif as chief executive officer of the Health Regulatory Sector; Resolution No. (53) of 2026 appoints Majid Sultan Al Muhairi as chief executive officer of the Digital Health Sector; and Resolution No. (54) of 2026 designates Mona Mohammad Bajman Almarzooqi as chief executive officer of the Corporate Support Sector. The Resolutions are effective from the date of their issuance and will be published in the Official Gazette.

Reflecting the formal nature of the appointments, the Executive Council noted: "The Resolutions are effective from the date of their issuance and will be published in the Official Gazette."

Appointments and roles

  • Asma Abdullah Saad Al Sherif – CEO, Health Regulatory Sector
  • Majid Sultan Al Muhairi – CEO, Digital Health Sector
  • Mona Mohammad Bajman Almarzooqi – CEO, Corporate Support Sector

The trio of appointments realigns senior leadership across three critical pillars of the DHA: health regulation, digital transformation and the corporate backbone that supports operational delivery. Asma Abdullah Saad Al Sherif takes the helm of the Health Regulatory Sector, a division responsible for oversight, licensing and compliance across Dubai’s healthcare providers and practitioners. Majid Sultan Al Muhairi assumes leadership of the Digital Health Sector, a strategic portfolio that oversees electronic health records, digital services and technology-enabled care pathways. Mona Mohammad Bajman Almarzooqi will lead the Corporate Support Sector, which manages administrative, financial and human resources functions essential to DHA’s operations.

The Executive Council's formal resolutions underline the government's intent to ensure continuity and governance in the emirate’s health system. By specifying that the Resolutions take effect immediately and will be published in the Official Gazette, the Council has set the administrative framework for the new leaders to commence their duties without delay.

These appointments come amid an ongoing emphasis within Dubai on strengthening institutional capacity across public services. The DHA, as Dubai’s principal health authority, frequently updates its executive roster to match sector priorities such as regulatory compliance, digital transformation and efficient corporate management.

Looking ahead, the new CEOs are positioned to oversee policy implementation and operational initiatives aligned with Dubai’s broader healthcare objectives. In particular, Majid Sultan Al Muhairi’s role in digital health will be closely watched as health authorities continue to expand digital patient services and interoperability across public and private providers. Asma Al Sherif's stewardship of the Health Regulatory Sector will be central to maintaining standards and licensing frameworks, while Mona Almarzooqi’s management of corporate support will affect the DHA’s ability to deliver on budgetary, workforce and service-support goals.

The rapid publication of the Executive Council Resolutions in the Official Gazette will formalise the leadership changes and provide administrative clarity for stakeholders across Dubai’s health sector as the appointees begin their tenures.
