Saudi Vision 2030 Reaches 93% of Targets, Crown Prince Tells Shura Council

Saudi Arabia has achieved 93 percent of the targets set across its Vision 2030 programmes and strategies, Crown Prince and Prime Minister Prince Mohammed bin Salman said as he opened the third year of the ninth session of the Shura Council on behalf of King Salman. The Crown Prince highlighted a 155% rise in non-oil exports relative to 2016, said the private sector now accounts for 51% of the economy, and noted major advances in digital government, cybersecurity and logistics. He also announced 2026 as the Year of Artificial Intelligence.

"a safeguard for global energy security," the Crown Prince said, describing Saudi Arabia's role in maintaining oil supplies amid escalating international tensions.

Prince Mohammed bin Salman framed the progress as the result of a decade of reforms that have reshaped the Kingdom's economy and improved its resilience to external shocks. He singled out dramatic growth outside the hydrocarbons sector — non-oil exports are up 155% from 2016 — and the expanded role of private enterprise, with the private sector representing 51% of economic activity. The transport and logistics system, he said, has proven capable of absorbing disruptions to global supply chains and keeping goods and services moving.

The Crown Prince also reviewed institutional investment plans. He said the Public Investment Fund (PIF) has begun implementing a five‑year strategy focused on building competitive domestic sectors alongside the private sector, raising local content and delivering sustainable financial returns. The National Development Fund will provide annual financing to several sectors to help them meet strategic targets.

Reforms, he added, have produced measurable social and human‑capital gains. Changes in real estate policy have increased housing options and homeownership, while investment in education and healthcare aims to improve standards and coverage. The General Education Law is cited as a mechanism to raise educational outcomes, and an ongoing healthcare transformation was described as seeking better service quality and coverage.

On regional security, the Crown Prince warned that recent attacks on Gulf Cooperation Council states underline that Gulf security and stability are indivisible. He said Saudi Arabia will continue to work with Gulf partners to strengthen security, strategic cooperation and economic integration through the GCC, and he referenced the Makkah Joint Defence Agreement with Turkiye and Pakistan as a symbol of shared commitment to regional stability.

Looking ahead, the Crown Prince emphasised adaptability in long‑term planning and the continued focus of economic policy on developing national capabilities, supporting promising sectors, attracting domestic and international investment, and directing resources to areas with the greatest economic and social impact. He said Saudi authorities are pursuing cooperation to deepen maritime and energy security and called on the international community to help ensure the safe flow of essential goods and humanitarian assistance.
