Riyadh Royal Commission Launches Riyadh Digital District
The Royal Commission for Riyadh City launched the Riyadh Digital District to position Riyadh among the top global tech regions by attracting talent, companies and startups across AI, cybersecurity, cloud, IoT, blockchain, and robotics. The initiative aligns with Saudi Vision 2030 and aims to build infrastructure, policy support and ecosystems for digital entrepreneurship.

The board of directors of the Royal Commission for Riyadh City has launched the Riyadh Digital District, a new initiative designed to position the Saudi capital as a global hub for technology talent, international technology companies and digital entrepreneurship. The district will focus on attracting specialised firms and skilled professionals across six core technology fields — artificial intelligence and big data, cybersecurity, cloud computing and services, the Internet of Things (IoT), blockchain, and robotics and drones — sectors that the commission says capture the majority of global investment into tech innovation companies.
"The initiative serves to establish Riyadh as a global destination for tech talent, international technology companies, and digital entrepreneurship, with the goal of placing the city among the top ten tech regions globally," said Eng. Ibrahim bin Mohammed Al‑Sultan, Minister of State, Member of the Cabinet and CEO of the Royal Commission for Riyadh City. "It aligns with the objectives of Saudi Vision 2030 to build a diversified and prosperous economy driven by digital leadership and technological innovation."
The announcement formalises a concentrated effort by the Royal Commission for Riyadh City to create a dedicated ecosystem that pools resources, infrastructure and policy support around key digital domains. Officials framed the six targeted sectors as areas that "capture the lion’s share of total global investment in tech innovation firms," underlining the commission’s strategy to prioritise segments it sees as most likely to attract capital, startups and multinational corporate activity.
District priorities and capabilities
- Artificial intelligence and big data — positioning Riyadh to host AI research, machine‑learning startups and data infrastructure projects.
- Cybersecurity — developing capabilities to protect critical digital assets and offer security services regionally.
- Cloud computing and services — enabling cloud providers, platforms and managed services to scale in the region.
- Internet of Things (IoT) — supporting connected device ecosystems across smart cities, industry and consumer products.
- Blockchain technology — attracting distributed ledger research, enterprise blockchain deployments and Web3 innovators.
- Robotics and drones — encouraging robotics R&D and commercial drone applications in logistics, inspection and services.
By concentrating sectoral focus, the commission aims to create synergies among research institutions, startups, investors and global technology firms that choose Riyadh as a base for regional operations. The initiative is explicitly connected to Saudi Vision 2030, which prioritises economic diversification and building a knowledge-based economy driven by technological adoption and digital leadership.
Officials did not disclose project-specific funding amounts, timelines for infrastructure delivery, or anchor tenants in the initial announcement. The launch statement emphasised strategic intent: attracting specialised companies and talent to create an environment for digital creativity and entrepreneurship, and to lift Riyadh into the upper tier of global technology regions.
Outlook
Realising the ambition to place Riyadh among the top ten tech regions will depend on the commission’s ability to convert the district’s sectoral focus into tangible assets: built infrastructure, regulatory certainty, talent pipelines and investment incentives. For stakeholders in the region — from local startups and universities to multinational firms scouting new hubs — the Riyadh Digital District offers a clear signal of the city’s priorities and a potential focal point for future public‑private collaboration under the umbrella of Vision 2030.
