RIT Dubai and Palmira Software house sign strategic partnership to advance digital transformation and AI in the UAE

Rochester Institute of Technology of Dubai (RIT Dubai) and Palmira Software House LLC have signed a Memorandum of Understanding (MOU) to form a strategic partnership aimed at advancing digital transformation, artificial intelligence (AI), and smart government solutions across the United Arab Emirates. The agreement, signed by Dr. Yousef Al Assaf, President of RIT Dubai, and Mr. Jamal AlMahamid, CEO of Palmira Software House LLC, will connect RIT Dubai’s academic and applied research capabilities with Palmira’s experience delivering technology solutions to government and private-sector clients.

"By working closely with Palmira, our students and faculty gain direct exposure to the digital transformation and AI projects shaping government and industry in the UAE today, while Palmira benefits from the research depth and talent pipeline that a university like ours can offer."

Partnership scope and immediate priorities

The MOU lays out multiple pillars intended to translate academic research into deployable technologies and to create hands-on pathways for students into the workforce. Key elements include joint applied research and technology-transfer projects focused on digital transformation, smart government and AI; student internships, capstone projects and graduate development opportunities with Palmira; collaborative bids and client engagements; and joint professional training through workshops, seminars and executive education.

• Student and Graduate Pathways: internships, capstone projects, career-fair participation and recruitment opportunities for RIT Dubai students.
• Joint Proposals and Projects: combined academic and consulting credentials for client bids and engagements.
• Professional Training and Knowledge Exchange: workshops, seminars and executive education targeting industry skills development.

Mr. Jamal AlMahamid framed the collaboration as a bridge between theory and practice, saying: "We see this partnership as an important bridge between academic innovation and real-world implementation. The UAE has set an ambitious direction for artificial intelligence, digital government, and the development of a knowledge-based economy. By combining RIT Dubai’s research capabilities and talent with Palmira’s experience delivering large-scale digital transformation solutions, we aim to turn new ideas into practical solutions that create measurable impact for government, industry, and society."

Palmira, a Dubai-based specialist in computer systems and communications technology, provides digital transformation and smart government services across Europe and the Middle East and operates a fully integrated Agentic AI studio via its MetrixPlus platform for building and launching AI agents supporting strategy management, strategic planning and governance. RIT Dubai, established in 2008 and based in Dubai Silicon Oasis, offers American-accredited bachelor’s and master’s degrees across Business and Leadership, Engineering, Computing, Psychology and New Media Design, and uses a cooperative education model that gives students real-world professional experience before graduation.

The joint working group co-led by Dr. Al Assaf and Mr. AlMahamid will coordinate implementation across both organisations, with early activity likely to prioritise internships, capstone collaborations and pilot projects for smart government deployments. The partnership is positioned to support the UAE’s national priorities on digital government and AI leadership by creating a pipeline of practice-ready graduates while giving Palmira access to academic research and co-developed solutions for public and private clients.
