Qatar launches "Doha Investment" platform to steer QIA domestic portfolio and mobilise private capital
New York — HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani announced the launch of "Doha Investment", a dedicated platform to manage and grow the Qatar Investment Authority’s (QIA) domestic investment portfolio and accelerate long-term value creation within the Qatari economy. The announcement, made at the Qatar Economic Forum — Powered by Bloomberg on the sidelines of the UN General Assembly, outlined planned public infrastructure and private-sector opportunities exceeding USD 60 billion over the next five years.
"The mission now is to leverage the full potential of these pillars and support the next phase of Qatar's economic development," HE Sheikh Mohammed said in his opening remarks.
Doha Investment is intended to increase private sector participation across sectors, support leading companies, help startups scale, deepen capital markets, and attract international capital and expertise. The Prime Minister framed the platform as a governance and capability-building vehicle: "The platform will support leading companies, help startups grow, deepen capital markets, and attract international capital and expertise to contribute to these efforts."
Key figures and projects cited by HE Sheikh Mohammed set the scale of intended activity. Over the next five years, the State of Qatar plans to launch new infrastructure projects valued at approximately USD 38.5 billion, including public-private partnership projects with initial tendering processes starting immediately. In parallel, separate real estate and hospitality projects are expected to attract private investments totaling around USD 22.5 billion.
- Simaisma Beach project: projected to attract roughly USD 5.8 billion in private investment.
- Total pipeline value: described as exceeding USD 60 billion across infrastructure, real estate and hospitality within five years.
HE Sheikh Mohammed said the platform’s success will be gauged by its contribution to building "a more competitive, resilient, and diversified Qatari economy in which the private sector plays a greater role." He emphasised that Qatar seeks long-term partners "who possess technological innovation and market access, and are prepared to build long-term partnerships."
The Prime Minister also addressed regional instability and its economic ramifications, describing recent events as an "earthquake" with far-reaching aftershocks and underscoring the need for diplomacy to underpin economic stability. "For the State of Qatar, diplomacy and economic stability are closely linked, as diplomacy safeguards the conditions that enable individuals to engage in trade and investment and plan for the future," he said.
HE Sheikh Mohammed highlighted the resilience of Qatar’s institutions and financial system during recent disruptions, crediting preparation under the leadership and vision of HH the Amir Sheikh Tamim bin Hamad Al-Thani. He stressed the strategic role of energy, noting that the expansion of the North Field will bolster Qatar’s standing as a reliable energy supplier while supporting diversification efforts: "For energy is the source of its strength, diversification is the secret to its resilience, and technology is its future."
Outlook: With immediate tendering for major infrastructure projects and a mandate to mobilise private and international capital, Doha Investment aims to translate QIA’s domestic holdings into expanded private-sector participation and long-term economic resilience. The platform will be judged on its ability to deepen governance, scale companies, attract expertise, and convert the announced USD 60+ billion pipeline into investable, partnership-ready projects.
