Oraseya Capital signs MoU with NQubator to channel early‑stage tech startups into Dubai venture pipeline
Oraseya Capital, the investment arm of Dubai Integrated Economic Zones Authority (DIEZ), has signed a Memorandum of Understanding (MoU) with innovation platform NQubator to create a structured pathway for identifying, developing and funding early‑stage technology startups in the UAE. The agreement, signed by Hassan Waheed, Executive Vice President of Finance at DIEZ and Partner at Oraseya Capital, and Saeed Hamad Al Hamli, Founder and CEO of NQuBator, formalises referrals from NQubator’s incubation programmes to Oraseya Capital for evaluation and potential investment.
“This strategic partnership reflects Oraseya Capital’s commitment to supporting high‑potential technology startups and reinforcing Dubai’s venture capital ecosystem,” said Hassan Waheed. “Working with NQubator enables us to engage earlier in the startup journey, strengthen investment readiness, and support innovation‑led entrepreneurship in line with our strategic priorities.”
The MoU aligns with the objectives of the Dubai Economic Agenda D33, aiming to enhance the flow of validated, investment‑ready ventures into institutional venture capital channels. Under the framework, NQubator will refer selected startups that have completed structured incubation and validation processes to Oraseya Capital for assessment against its investment strategy and due diligence framework.
- Referral and evaluation: NQubator will channel startups that have passed incubation and validation stages to Oraseya Capital for investment consideration.
- Engagement and support: Oraseya Capital will provide mentorship, advisory support, participate in demo days and evaluation panels, and engage with NQubator’s ecosystem activities to bolster founder development.
- Co‑investment framework: The agreement creates a framework for potential co‑investment opportunities, allowing NQubator or its affiliated investment partners to participate alongside Oraseya Capital in selected funding rounds.
Saeed Hamad Al Hamli, Founder and CEO of NQuBator, described the pact as a critical step in maturing the startup funnel. “Our partnership with Oraseya Capital represents a strategic step in strengthening the pathway from early‑stage innovation to scalable, investment‑ready ventures,” he said. “Connecting our founders with an institutional investor such as Oraseya Capital enhances their access to capital, expertise, and strategic networks, while contributing to a more integrated and mature innovation ecosystem in the UAE.”
Beyond referrals, Oraseya Capital will also engage directly with NQubator’s community through hands‑on activities aimed at raising commercial readiness and scalability. These include mentorship, advisory roles, participation in demo days and evaluation panels, and other innovation‑focused initiatives designed to accelerate founder development.
The partnership explicitly opens the door for joint financing arrangements, enabling Oraseya Capital and NQubator or its affiliated partners to co‑invest in selected rounds — a move intended to increase deal flow quality and diversify funding sources for early‑stage companies. By tightening the link between incubation and venture capital, both organisations intend to increase the proportion of startups that progress from proof‑of‑concept and validation phases to institutional investment readiness.
