Oman Investment Authority has taken stakes in Cambridge Innovation Capital and Oxford Science Enterprises to gain exposure to deep-tech spinouts from Cambridge and Oxford — spanning healthcare, semiconductors, quantum computing and advanced instrumentation — to support technology transfer and future partnerships with Oman.

The Oman Investment Authority (OIA) has deepened its engagement with the UK’s university-led innovation ecosystem through investments in Cambridge Innovation Capital and Oxford Science Enterprises, moves the Authority says will support knowledge transfer and future partnerships while contributing to Oman’s ambition to build a sustainable, knowledge-based economy. The stakes are held under OIA’s Generational Portfolio, which manages foreign investments across more than 50 countries.
“The Authority’s growing presence in the global innovation ecosystem reflects its belief that advanced technologies have become major drivers of economic, social and scientific development,” said Ibrahim bin Saeed Al Isri, Head of Private Markets Investments at OIA.
The investments connect OIA to a number of high-profile spinouts and deep-tech businesses emerging from the Universities of Cambridge and Oxford. Through Cambridge Innovation Capital, OIA gains exposure to companies such as CMR Surgical, which develops robotic surgical systems designed to improve precision and reduce invasive procedures, and Pragmatic Semiconductor, which focuses on flexible, low-cost semiconductor chips tailored for Internet of Things applications.
- Other Cambridge-linked portfolio companies highlighted include Immotrin, which develops antibody-based treatments aimed at modifying and activating immune responses in conditions related to cardiomyopathy, and Riverlane, which builds quantum error-correction technologies and software to advance next-generation quantum computers.
- OIA’s investment in Oxford Science Enterprises brings links to Quantum Motion Technologies, which develops scalable quantum-computing processors, and Oxford Quantum Circuits, a company building quantum hardware and related technologies.
- Additional Oxford portfolio names include Refeyn, known for precision instruments that analyse biomolecules to support medicines and gene-therapy research, and Osler Diagnostics, which is developing rapid, portable diagnostic devices for healthcare settings.
“Investing in companies developing innovative solutions in healthcare, science-based technologies, quantum computing and other future-focused sectors enables OIA to keep pace with global innovation and explore opportunities to transfer knowledge and technology to Oman,” Al Isri added. He emphasised that such investments also “promote the exchange of expertise, support Oman’s objectives in the technology sector and provide opportunities to generate sustainable financial returns from rapidly expanding industries.”
Officials framed the UK-focused investments as more than passive financial stakes: they are intended to catalyse technology transfer and collaboration pathways that can be tailored to Oman’s industrial and research priorities. The portfolio companies span healthcare, semiconductors, quantum computing and advanced instrumentation, areas that OIA and Omani policymakers have signalled as priorities for building local capabilities and diversifying the national economy.
Looking ahead, the OIA’s UK ties are expected to create avenues for joint research, talent exchange and potential commercial partnerships that could be replicated with other international ecosystems. By positioning the Generational Portfolio within established innovation hubs tied to Cambridge and Oxford, OIA aims to both capture financial upside from rapidly expanding deep-tech sectors and to shepherd emerging technologies back into the Sultanate’s innovation landscape.
The strategy signals a continued willingness by Oman’s sovereign investor to back frontier technologies overseas while seeking to convert those relationships into practical gains — from diagnostics and advanced computing to next-generation semiconductors — for Oman’s domestic science and technology ambitions.
