Morocco Establishes Four Institutes to Drive AI, Industry, and Smart Cities
The Moroccan government formalized four public-interest Jazari institutes focused on AI, education/technological innovation, Industry 4.0 and smart cities to operationalize the Maroc IA 2030 roadmap and bolster digital sovereignty and national skills.

Morocco has formalized four public-interest “Jazari” institutes dedicated to artificial intelligence, education, industry and smart cities, the government announced after publishing joint decisions that approve their constitutive agreements in the country’s Official Gazette. The new entities—the Jazari Nucleus Institute, Jazari Institute for Education and Technological Innovation, Jazari Industry X.0 Institute, and Jazari Smart City Institute—are designed to move Morocco from strategic planning toward practical implementation of its Maroc IA 2030 roadmap, with a strong emphasis on digital sovereignty, national skills development and applied AI.
“The establishment of these institutes is the fruit of a process aimed at translating national orientations in the field of artificial intelligence into practical applications,” the Ministry of Digital Transition and Administration Reform said in a statement accompanying the announcements.
Context and mandate
The initiative was led by the Ministry of Digital Transition and Administration Reform under the supervision of Minister Delegate to the Head of Government in charge of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni. The ministry says the move is the result of coordinated work with government departments, public institutions, universities and economic stakeholders to establish an institutional framework to support research, innovation and national capacity building in digital technologies.
Each Jazari institute has a distinct remit:
- Jazari Nucleus Institute — Focused on training, research and development, technological development and innovation in AI. Specializations will include data centers, high-performance computing, digital storage systems and sovereign AI; the institute is positioned as the founding nucleus of a national network of AI centres of excellence under Maroc IA 2030.
- Jazari Institute for Education and Technological Innovation — Tasked with supporting the digital transformation of Morocco’s education system through data- and AI-based solutions, fostering future skills among learners and strengthening teacher capabilities.
- Jazari Industry X.0 Institute — Aimed at modernizing Moroccan industry via digitalization, AI and Industry 4.0 technologies; it will work to bridge the gap between scientific research and industrial application and to bolster the competitiveness of “Made in Morocco” products.
- Jazari Smart City Institute — Charged with developing and testing digital solutions for Moroccan cities, including digitalization of public services, smart resource management, data-driven urban planning and strengthening sovereignty over urban data.
Details and strategic priorities
The ministry frames the Jazari network as central to turning national AI priorities into concrete applications across public administration, education, industry and urban management. Emphasis on sovereign AI and national control over critical digital infrastructure—such as data centers and digital storage systems—is recurrent across the institutes’ charters. The Jazari Nucleus Institute, in particular, is described as a pillar for developing national expertise and modernizing public services through high-performance computing resources.
Outlook
With the institutes now formalized, the next phase will focus on operationalizing research programmes, training pipelines and pilot projects that link universities, public bodies and private-sector stakeholders. The government presents the move as an “important milestone” for supporting research and innovation, developing national skills and consolidating Morocco’s digital sovereignty. How quickly the Jazari network translates this institutional architecture into funded programmes, functioning facilities and measurable public-service improvements will determine whether the initiative delivers on the practical ambitions set out by Maroc IA 2030.
