MBRIF, Dubai Future District Fund partner to support UAE startups
The Mohammed Bin Rashid Innovation Fund (MBRIF) signed an MoU with the Dubai Future District Fund (DFDF) to create a two-way referral mechanism connecting high-growth UAE startups with DFDF’s fund manager network and MBRIF’s federal support programs. The partnership aims to ease startups' transitions from early-stage support to institutional capital while aligning with national strategic goals.

The Mohammed Bin Rashid Innovation Fund (MBRIF), an initiative of the UAE Ministry of Finance, has signed a memorandum of understanding with the Dubai Future District Fund (DFDF) to expand funding access and support for high-growth-potential UAE startups. The partnership establishes a two-way referral mechanism that will connect eligible companies in the MBRIF portfolio with DFDF’s network of fund managers and, conversely, refer qualifying DFDF portfolio companies to MBRIF’s programs and federal support channels. The agreement is aligned with the Dubai Economic Agenda (D33) and the We the UAE 2031 vision.
“Closer collaboration between federal and emirate-level institutions will help create an environment where innovative businesses can develop, scale, and contribute to the UAE’s long-term economic priorities,” said Fatima Yousif Alnaqbi, Acting Assistant Undersecretary for Support Services Sector at the Ministry of Finance and the Ministry’s representative at MBRIF.

The MoU sets out a referral process intended to streamline introductions between MBRIF members and DFDF’s fund manager network, providing startups with a pathway to institutional capital as they move into later growth stages. The reciprocal referrals will allow DFDF portfolio companies to access MBRIF’s support instruments and federal-level programmes.

Nader Albastaki, Managing Director of DFDF, described the practical benefit of the tie-up: “Through this partnership, MBRIF companies gain a route into our fund manager network and to investors who can back their next stage, and our portfolio gains access to MBRIF’s support instruments. Both sides get a shorter route to what they need.”
The deal aims to tighten the linkages between federal-level resources and Dubai-level investor networks, addressing a common challenge for startups seeking progression from early-stage grants or support packages to institutional venture and growth capital. By channeling screened MBRIF members to DFDF’s fund manager contacts, eligible companies can be positioned for follow-on funding rounds; in parallel, DFDF-backed firms can obtain federal programmes and technical support available through MBRIF.
Outlook
Officials framed the partnership as a way to reduce friction in the capital-raising journey and to broaden access to expertise, networks and opportunities for UAE-based startups. With the agreement explicitly not creating automatic investment obligations, success will depend on the quality of referrals and the readiness of companies to meet institutional investors’ due diligence standards. If the referral mechanism operates smoothly, it could accelerate transitions from early-stage support to institutional capital for a meaningful subset of high-growth firms.
Both institutions will likely monitor referral outcomes and capital mobilisation as indicators of the partnership’s effectiveness, measuring whether introductions translate into funded rounds and scaled commercialisation—key metrics for demonstrating contribution to the D33 and We the UAE 2031 strategic goals.
