Louisiana maritime startup Gulf Coast Tactical announced a $6.1 million expansion of its site at the Port of Iberia that will scale building and testing capabilities for unmanned surface vehicles and other watercraft, and is pursuing additional capital to complete a larger funding round. The project — founded by Sean Biddle in 2025 — will proceed in phases over the next 12 to 24 months and is expected to create 65 direct jobs and 72 indirect jobs in Iberia Parish. Two days after the expansion announcement the company filed with the Securities and Exchange Commission to report a $200,000 raise toward a targeted $5 million round.
“This expansion reinforces Louisiana’s leadership in maritime manufacturing as global demand grows for advanced defense and autonomous vessel capabilities,” said Louisiana Economic Development Secretary Susan B. Bourgeois.
Context and details
The Gulf Coast Tactical buildout joins a string of major infrastructure and corporate commitments reshaping Louisiana’s industrial and tech landscape. Meta has again increased the scope of its Hyperion data center project in Richland Parish, now projecting $50 billion in investment to support a 5GW compute footprint. Hyperion — at least 4 million square feet — has been described as Meta’s largest data center complex globally; construction began in 2025, is planned through 2030, and facilities are expected to come online beginning in 2028.
Entergy Louisiana is set to partner on the Hyperion site and has planned roughly $3 billion in new natural gas plants to support the addition of renewable energy and grid stability for the project. Meta also committed $115 million for AI workforce training facilities, including one in Baton Rouge, and pledged $5 million to Louisiana Delta Community College to fund scholarships for local data center jobs.
Investment activity beyond the port and hyperscale categories includes a busy first half for angel networks and startups. New Orleans-based Gulf South Angels surpassed $14 million in investments during the first half of 2026, bringing its lifetime deployed capital to $35 million since 2014. The network connects nearly 200 investors across 21 states and has backed 75 startups, with Louisiana portfolio companies including Advano (founders Alexander Girau and Shiva Adireddy), Bioceptive (Benjamin Cappiello), Cyber Reef (Hilton Nicholson), and others.
- Glass Half Full (New Orleans) raised $175,000 from undisclosed investors.
- AT&T contributed $25,000 for scholarships at Louisiana Community and Technical Colleges.
- NIH renewed a $5.66 million contract for the Nutrition Obesity Research Center at LSU’s Pennington Biomedical Research Center.
- Amazon and STACK announced $500,000 in grants for nonprofits tied to a Caddo and Bossier Parishes data center project.
- Faith Technologies Incorporated plans an $80.5 million manufacturing site in Ouachita Parish.
- BIO-LAB is expanding operations in Calcasieu Parish with an $8 million investment.
- The EPA will fund a $4.5 million brownfields cleanup project across the state.
- LSU and FMOL Health | Our Lady of the Lake are splitting $1.6 million in research funding for cancer, trauma and heart and lung disease centers.
Outlook
Gulf Coast Tactical’s phased expansion and capital raise position the company to increase manufacturing and testing throughput for maritime defense and autonomous vessel markets over the next two years, while the Hyperion project’s ballooning price tag and energy commitments underline continued large-scale investment in Louisiana’s data center capacity. The cascade of corporate site builds, scholarships and training commitments suggests a parallel focus on workforce development, even as angel investors and smaller startups continue to deploy capital across the state’s tech and industrial sectors.
