“IT Park Uzbekistan” to expand High-Tech Cooperation with Oman

A delegation from IT Park Uzbekistan visited Muscat on August 13 to deepen high-tech cooperation with Omani state bodies and private technology firms, holding talks with the Ministry of Transport, Communications and Information Technology of Oman, the Oman Investment Authority and local tech companies. Delegates discussed collaboration under IT Park Uzbekistan’s “Land of Startups” programme, promotion of Uzbek startups to the Omani market and the organisation of a joint business mission, and explored creating special purpose vehicles or joint ventures to establish regional company headquarters in Uzbekistan.

Negotiations focused on advanced tech, incubation and joint structures

Meetings in Muscat concentrated on several strategic sectors and mechanisms aimed at strengthening bilateral technology ties. "Particular attention was paid to interaction in the fields of semiconductors, artificial intelligence, quantum technologies and robotics, as well as the exchange of experience in startup incubation and acceleration," the delegation said. The parties also considered the legal and commercial frameworks for establishing SPVs (Special Purpose Vehicles) or joint ventures to support the creation of regional headquarters and operational hubs in Uzbekistan.

The engagement included representatives of Oman’s central digital and investment bodies. Discussions with the Ministry of Transport, Communications and Information Technology of Oman and the Oman Investment Authority were designed to map pathways for Omani capital and expertise to enter Central Asian markets via Uzbek platforms, and for Uzbek innovation to gain access to the Gulf market.

The delegation invited Omani counterparts to participate in ICT Week in Tashkent, scheduled for September 22–25, an event the Uzbek side is positioning as a platform for follow-up meetings, investor pitches and targeted matchmaking. Following the negotiations, the parties agreed to continue working on "practical mechanisms of cooperation," signalling plans to move from conceptual discussion to concrete project development and implementation.

Officials and company representatives now face a near-term timetable: using the invitation to ICT Week to formalise pilot projects, refine joint-venture structures and outline the first cohort of Uzbek startups targeted for Omani market entry. If the SPV/joint-venture proposals advance, they could provide a governance and funding vehicle for cross-border R&D, regional sales operations and co-located acceleration programmes focusing on semiconductors, AI and quantum technologies.

Maftuna Rajabbayeva, who reported on the visit, notes that the delegation's conversations were framed by shared interest in building practical, mutually beneficial mechanisms — a signal that both sides intend to translate diplomatic engagement into operational partnerships over the coming months.
