Gulf Coast Defense Catalyst links regional startups to US Navy

The Gulf Coast Defense Catalyst (GCDC), launched in late June, is offering a direct channel for Gulf Coast startups to present technology to the U.S. Navy and four naval commands, with a focus on software, cybersecurity and bluetech solutions. The partnership — which brings together Naval Information Warfare Center (NIWC) Atlantic, Commander, Naval Meteorology and Oceanography Command (CNMOC), Naval Surface Warfare Center Panama City Division (NSWC PCD) and the U.S. Naval Research Laboratory (NRL) — aims to connect regional entrepreneurs, established industry and academic institutions with military buyers. An Industry Innovation Day on Sept. 2 will highlight low-cost maritime sensors and offer panel discussions, demonstrations and networking opportunities.

“Formal partnerships with [Naval Information Warfare Center] Atlantic and the three other Gulf Coast naval commands present an unparalleled opportunity to drive new tech,” said Evie Poitevent Sanders, vice president of innovation and entrepreneurship at GNO, Inc., the Greater New Orleans Development Foundation entity serving as the partnership’s liaison.

GNO, Inc. will help participating military officials identify and connect with private-sector companies. The initiative invites companies across a range of maritime applications — from underwater mining and surveillance to lidar and geophysical technology — to pursue defense procurement and collaboration. Organizers say the program’s scope includes software and cybersecurity firms as well as bluetech developers able to deliver deployable, replaceable sensor systems for maritime use.

Local founders already envision tangible defense applications. Mason Babin, chief product officer at Helios Industries, said the company’s Solar Wing — a mobile solar system designed for rapid setup — could supply “reliable backup power at shore facilities as well as forward area power for remote sensor networks or drone recharging.” Babin added that defense contracts could accelerate Helios’ ability to serve both military and commercial markets, notably disaster response along the Gulf Coast.

Johnnie James II, founder of REEFBUDS, also sees a strategic opportunity through GCDC. REEFBUDS offers a plant-based concrete material that captures carbon, restores coastlines and provides real-time ocean data. James said a contract through the program would be “transformational” by expanding his market and validating the company for military applications.

Program organizers project significant regional economic impact tied to Naval contracts: GCDC estimates the initiative could create between 500 and 1,000 jobs, help transform Louisiana State University’s New Orleans Research and Technology Park into a defense innovation hub, and broaden venture capital interest in defense and advanced-technology projects.

For founders and firms considering defense work, the GCDC’s Industry Innovation Day on Sept. 2 will be a pivotal entry point. The event will concentrate on technologies that can be deployed and replaced as needed in maritime operations, providing startups a venue for demonstrations and direct discussions with procurement and technical teams from NIWC Atlantic, CNMOC, NSWC PCD and NRL. GNO, Inc. leaders say the long-term aim is to translate those engagements into formal partnerships and procurement pathways that scale both defense capability and regional industry.
