GCC leaders and the UNDP convened a high-level symposium at UNGA to advance regional integration across energy, trade, transport and digital connectivity, aiming to develop a roadmap and bankable projects backed by public and private finance.

GCC Secretary General Jasem Mohamed Albudaiwi urged stepped-up regional integration across energy, trade, transport and the digital economy during a symposium on the margins of the 81st session of the United Nations General Assembly in New York. The event, held on 25 September 2026 and organised by the GCC General Secretariat in collaboration with the United Nations Development Programme (UNDP), set out a process to develop a roadmap and priority workstreams to convert the Gulf’s strategic position into bankable projects and greater economic resilience.

“The event provided an important platform for sustained dialogue on the future of the region,” Albudaiwi said, stressing the need to “explore practical ways to strengthen cooperation across energy, trade, regional connectivity and investment.”

Context and core objectives

The high-level dialogue—titled “Regional Convergence for Energy, Trade, and Connectivity”—brought together regional and international stakeholders to focus on integrated approaches linking energy, trade, transport, digital connectivity and investment. The UNDP framed the initiative as designed to advance cooperation in “clean and secure energy systems, trade and transport corridors, digital connectivity and investment,” and to establish a structured process beyond UNGA for roadmap development and priority workstreams.

Albudaiwi described the Gulf’s strategic location at the intersection of global commerce, energy and capital flows, but warned that geographic advantage alone is insufficient. He pointed to the GCC Interconnection Grid as a tangible example of how coordinated infrastructure can boost system resilience and deliver economic and strategic benefits, while noting that regional projects must remain aligned with national priorities.

Three priorities and practical focus

  • Develop a structured post-UNGA process to craft a clear roadmap grounded in national priorities.
  • Identify strategic corridors, priority sectors and bankable investment opportunities across energy, trade, transport and digital connectivity.
  • Broaden partnerships involving governments, multilateral financial institutions, sovereign wealth funds and the private sector, leveraging UNDP technical expertise.

Albudaiwi emphasised that the agenda should rest on “national ownership, voluntary participation and mutual benefit,” and urged participants to prioritise projects capable of producing tangible and measurable outcomes rather than duplicating existing efforts. The UNDP’s outline mirrored this emphasis, calling for agreement on implementation pathways supported by technical expertise and financing partnerships.

The symposium highlighted several sectoral areas for immediate attention: renewable energy deployment and regional electricity markets; trade and transport corridors; food systems and value chains; and digital connectivity and investment platforms. More integrated regional markets and infrastructure networks, proponents say, could expand cross-border economic activity and attract capital seeking resilient, stable opportunities in the Gulf.

Outlook

Moving forward, organisers intend to translate high-level commitments into a staged roadmap and priority workstreams, with public and private financiers brought into early planning. Success, Albudaiwi said, should be judged by “the depth of economic integration achieved, the investment opportunities generated and the high-impact projects delivered.” The initiative will be measured over time by the number of bankable projects launched, the mobilisation of financing partnerships and progress on regional infrastructure links that directly bolster trade, energy security and digital connectivity across GCC states.
