From Paralegal to Fintech CEO: Saleh Al Tamami's Mamun Story
Mamun is a Sharia-compliant fintech platform founded in 2019 that has financed over $16 million and expanded from Oman into Abu Dhabi and Hong Kong. The company, led by co-founder and CEO Saleh Al Tamami, runs Murabaha- and Wakala-based trade finance and crowdfunding products.

From paralegal to fintech CEO: Saleh Al Tamami leads Mamun from Muscat to Hong Kong after $16m-plus in financing
Saleh Al Tamami co-founded Mamun in 2019 and now serves as its CEO as the Sharia-compliant fintech platform reports more than $16 million financed and over 8,000 investors by mid-2026. Mamun holds a full crowdfunding licence from Oman's Capital Market Authority and has pre-approval for a Payment Service Provider licence from the Central Bank of Oman. The company has run landmark deals including Oman's first equity crowdfunding round for Zameeli in March 2024, expanded into Abu Dhabi and Hong Kong, and says roughly 40 percent of its Murabaha-based trade settlements now flow to Hong Kong institutions.

Al Tamami's route to fintech was unconventional. He began as a senior commercial and litigation paralegal at SALegal in Muscat, a role he credits with grounding him in contracts and business operations. He later founded TAMNET, an IT and business consulting firm, and KOST, a car detailing brand—ventures that he says provided direct experience managing cash flow, customers and small-business growth before pivoting to finance.
- Founding and team: Mamun was founded in 2019 by Saleh Al Tamami, Mohammed Al Tamami (Chief Commercial Officer) and Ahmed Al Issaei (Chief Technology Officer). The trio combined legal, commercial and engineering backgrounds; Ahmed Al Issaei holds a Master of Engineering in Computer Engineering from Sultan Qaboos University and has telecom and machine-learning experience.
- Regulatory milestones: In 2023 Mamun secured a full crowdfunding licence and attained pre-approval for a payment licence. Its Shariah compliance is certified by Ihkam Advisors and it is regulated by the Financial Services Authority of Oman.
- Commercial achievements: In March 2024 Mamun ran Oman's first equity crowdfunding campaign for the Zameeli platform. By August 2024 it had crossed RO 1 million in Sharia-compliant supply chain financing and attracted more than 3,700 investors from over seven countries.
- Partnerships and expansion: Mamun partnered with Jordanian fintech Numa in May 2024 to reach freelancers and creators, opened a base in Abu Dhabi Global Market, and in 2026 expanded into Hong Kong with support from InvestHK. The company has a strategic cooperation programme with UK-based Channel Capital Advisors LLP on asset-backed credit and trade finance.
Mamun positions itself as a platform that converts Sharia-compliant trade into investable assets, enabling investors to fund short-term trade finance deals structured under Murabaha and Wakala contracts. The platform targets SMEs with documented invoices, purchase orders or supplier contracts and emphasises Shariah oversight and regulatory compliance as core differentiators.
Beyond Mamun, Al Tamami has cultivated a public role in the Islamic fintech ecosystem. He has appeared as a panelist at the IFN Oman Forum and the IFN Investor Middle East Forum, speaking on Islamic sustainable investment and the roadmap from COP28, and is listed as a mentor on the Oman Startup Hub since October 2020.
Outlook: With more than $16 million financed, a growing investor base across Oman, the UAE, Bahrain and Qatar, and new corridors into Hong Kong and the Greater Bay Area, Mamun is doubling down on cross-border trade finance flows. The next phase will likely focus on scaling Murabaha-based settlements with institutional partners, expanding product distribution through Channel Capital Advisors LLP, and leveraging its regulatory licences to broaden payment and crowdfunding services across the Gulf and into Asia.
