Egypt explores specialised fund to boost biotechnology, health technology investment
Egypt is exploring a specialised investment fund for biotechnology, medical devices, diagnostics, digital health and AI to translate research into commercially deployable healthcare technologies and attract private and international investment.

Egypt is exploring the establishment of a specialised investment fund targeting biotechnology and medical technologies as part of broader efforts to attract capital, support local innovation and improve healthcare delivery, the Ministry of Health and Population announced after a meeting with private-sector representatives in New Alamein. Health Minister Khaled Abdel Ghaffar met officials from Gold Rock Venture to discuss the proposed fund’s scope, potential areas of cooperation and mechanisms to translate research into commercially deployable health technologies.
"Investments should be directed towards addressing the specific needs and challenges facing Egypt's healthcare system, with priority given to innovations and technologies that offer practical and scalable solutions," Abdel Ghaffar said, summarising the ministry’s stated objective for the initiative.
The ministry’s spokesperson, Hossam Abdel Ghaffar, outlined the fund’s intended focus areas: medical devices, diagnostics, biotechnology, digital health solutions and artificial intelligence. The emphasis, he said, will be on technologies that can be practically deployed and scaled within Egypt’s healthcare ecosystem.
Bridging research and market entry
Officials discussed creating an integrated pathway to close the gap between scientific research and commercial application. That pathway would encompass research and intellectual property management, product development and testing, manufacturing and market entry. Universities and university hospitals were highlighted as critical partners for testing, validating and developing new healthcare technologies.

Discussions reviewed specific investment opportunities in diagnostics and medical devices and explored how artificial intelligence and digital technologies can improve healthcare delivery. The ministry noted these technologies could be particularly important in areas with limited access to specialised medical services, helping to expand coverage, reduce pressure on medical facilities and improve efficiency.

If realised, the specialised fund would create an ecosystem linking scientific research, investment and healthcare priorities, with an eye to supporting innovations capable of delivering measurable improvements in quality and accessibility of care. The ministry framed the initiative as both a commercial and public-health strategy: mobilise private capital and international partners while ensuring that funded projects respond to Egypt’s specific healthcare challenges.
Next steps signalled by the ministry include further consultations with potential investors and stakeholders to define the fund’s structure, governance and investment criteria, and to map pilot projects that could demonstrate rapid, scalable impact in diagnostics, devices and digital health.
