Jonathan S. Belcher, who has led the Virginia Coalfield Economic Development Authority (VCEDA) since 2006 as executive director and general counsel, continues to shepherd investment and job creation across a seven-county, one-city region of Southwest Virginia. In 2025 VCEDA distributed 59 loans and grants totaling about $18.7 million; the funded projects are expected to create 584 full-time and 124 part-time jobs and to generate roughly $180 million in private investment.
"I recently purchased an e-bike, which is helpful on longer rides," Belcher said, in a brief personal note that highlights his hands-on approach to life in the region he serves.
Under Belcher’s leadership, VCEDA has closed numerous economic development deals that officials say have brought "tens of thousands of jobs and billions in private investment" to the authority’s territory over his tenure. Beyond VCEDA’s direct lending and grantmaking, Belcher also heads the Virginia Coalfields Expressway Authority (CFX), a political subdivision charged with advancing a long-delayed four-lane highway intended to improve connectivity between Southwest Virginia and West Virginia.
Infrastructure milestones for the Coalfields Expressway are incremental but measurable. The CFX currently operates 4.95 miles in Virginia — roughly 10% of the expressway’s total planned mileage in the state — and an additional 2.07 miles is expected to open in late 2027. Funding progress includes an expected $3 million in federal funding announced in February and $7 million secured in the state budget signed this year, steps CFX leaders say will keep the project moving forward.

Belcher’s background blends real estate and law; he earned a real estate degree from Morehead State University and completed his law degree at William & Mary. That mix of skills has underpinned VCEDA’s deal-making approach, in which public financing tools are used to attract private capital and spur job-creating projects across a region still reshaping its economy in the post-coal era.
Officials and local leaders have pointed to VCEDA’s 2025 activity as an example of targeted regional development: concentrated grants and loans that aim to unlock much larger streams of private investment, while public infrastructure investments such as the Coalfields Expressway are positioned to strengthen long-term competitiveness.
Looking ahead, the immediate outlook centers on finishing the next segments of the expressway and ensuring VCEDA-funded projects meet their employment and investment targets. Belcher’s dual role — overseeing both project finance at VCEDA and the expressway through CFX — places him at the intersection of capital deployment and transportation policy as Southwest Virginia seeks to convert recent public spending and private commitments into sustainable economic growth.
"Just a little less humidity in the summers," Belcher quipped when asked what he would change about Virginia, a light aside amid the serious work of regional development.
