Dubai’s competitive advantage for digital business
Dubai is building a digital economy with targeted regulation, infrastructure and programmes to attract and scale international digital startups, supported by initiatives such as VARA, Dubai Founders HQ and the Agentic AI programme.

Dubai is building a digital economy aimed at attracting the next generation of high‑growth companies, backed by measurable outputs and dedicated institutional support. The emirate's Information and Communication sector contributed €11.1 billion (AED 12.1 billion) to GDP in Q1 2026, up 2.7% year‑on‑year and representing 5.2% of total GDP. The Dubai Economic Agenda (D33) sets a target of €24.8 billion (US$27 billion) in annual economic value from digital transformation, while initiatives launched in 2025–2026 — including a two‑year programme to accelerate Agentic AI announced in May 2026 — are geared to translate policy into market activity.
“Dubai’s approach is focused on creating the right conditions for digital companies to innovate, grow and scale with confidence,” said Saeed Al Gergawi, Vice President of Dubai Chamber of Digital Economy. “This means developing a business environment that combines regulatory clarity with the flexibility needed to keep pace with rapidly evolving technologies, while connecting companies with the talent, capital and partnerships they need to succeed globally.”
Infrastructure, regulation and ecosystem support
The emirate has established more than 20 free zones alongside a network of incubators and accelerators to support startups and scaleups at different stages. Dedicated programmes and platforms aim to ease market entry and link founders with investors and partners:
- Dubai Chamber of Digital Economy runs the Business in Dubai initiative as a soft‑landing mechanism to help companies navigate regulatory processes and build commercial pipelines.
- Dubai Founders HQ, a joint initiative between Dubai Department of Economy and Tourism (DET) and Dubai Chamber of Digital Economy, provides a platform for founders, investors, corporates and ecosystem partners to collaborate under one umbrella.
- The Virtual Assets Regulatory Authority (VARA) oversees virtual assets and activities across Dubai (excluding the Dubai International Financial Centre), providing a defined regulatory framework for operators in that sector.
Those institutional supports coincide with strong inbound activity. In 2025 the Dubai Chamber of Digital Economy supported 1,690 digital startups establishing or expanding in Dubai, a 39.7% increase compared with 2024. Of those supported companies, 75% were international entrants; AI‑focused firms accounted for roughly 15% and fintech companies about 12%.
Market signals and events
Major events are reinforcing Dubai’s position as a meeting point for capital and scaling opportunities. Expand North Star’s 10th edition in October 2025 brought together more than 2,000 startups and 1,200 investors managing €1.01 trillion (US$1.1 trillion) in assets, and featured 40 unicorns with a combined valuation of €828 billion (US$900 billion). Such concentrations of capital and high‑growth companies provide immediate deal‑flow and network effects for the local ecosystem.
Beyond headline numbers, authorities are prioritising regulatory clarity and operational friction reduction as competitive assets. The Agentic AI programme launched in May 2026 — a two‑year initiative with specialised training, incubators and funding — is intended to accelerate commercial adoption of autonomous AI systems across the private sector, signalling a strategic push beyond generative AI.
Outlook: Dubai’s mix of targeted policy, sectoral targets and event‑level connectivity aims to convert ambition into sustained growth. With clear regulatory frameworks such as VARA, a growing pipeline of international startups and flagship platforms for founders and investors, the emirate is positioning itself to scale nascent digital ventures into global companies — and to capture a larger share of the €24.8 billion annual value envisioned under the D33 agenda.
