Dubai, NASSCOM pact opens new growth route for Indian Agentic AI and deeptech firms via Dubai
Dubai Chambers and NASSCOM signed an MoU to create a Dubai-based launchpad for Indian Agentic AI and deeptech firms, connecting them with investors, partners and specialised programmes to accelerate regional expansion.

Dubai Chambers and India’s National Association of Software and Service Companies (NASSCOM) have signed a Memorandum of Understanding that creates a new regional launchpad for Indian Agentic AI and deeptech firms to establish and scale operations from Dubai. The agreement aims to connect Indian technology companies with business opportunities, investors and partners in Dubai, and to provide access to specialised business events and joint programmes bringing together entrepreneurs from both markets.
“Dubai’s efforts to support the private sector’s transition towards Agentic AI represent a pioneering global initiative to strengthen the competitiveness of the business community and help companies capitalise on advanced technologies and their applications in the future economy,” Lootah said.
How the pact will work
- The MoU focuses on connecting companies with business opportunities in Dubai while building closer links between the Agentic AI ecosystems in the UAE and India.
- Participating companies could gain access to specialised business events, joint programmes, investors and partners across the two markets.
- NASSCOM — which represents India’s $315 billion technology industry and counts more than 3,500 member companies ranging from startups to multinational corporations — will work with Dubai Chambers to develop strategic partnerships and knowledge-sharing initiatives.
The agreement dovetails with Dubai Chambers’ wider push to accelerate adoption of Agentic AI across the business community. In June, Dubai Chambers established an Executive Committee for Agentic AI with responsibilities that include approving specialised Agentic AI training tracks, designing and establishing incubators for companies operating in the sector, and supporting businesses developing Agentic AI solutions.
Under the MoU, Dubai Chambers and NASSCOM will collaborate on launching joint initiatives focused specifically on Agentic AI, sharing expertise and creating pathways for Indian deeptech firms to use Dubai as a regional base. The partnership is positioned to help Indian firms tap into Middle East markets, secure local partnerships and access local investors and customers through curated events and programmes.
Context and strategic rationale
- Dubai’s Executive Committee for Agentic AI was created to prepare companies for a broader technological shift and to support capacity building within the chambers’ ecosystem.
- NASSCOM’s membership base and industry reach give the partnership a broad pipeline of companies that could benefit from Dubai’s regulatory, financial and market access advantages.
- The collaboration aims to facilitate both inward expansion by Indian firms and increased cross-border investment and knowledge transfer in Agentic AI and deeptech sectors.
Outlook
The MoU establishes a practical route for Indian Agentic AI and deeptech companies to accelerate regional growth from Dubai, combining NASSCOM’s industry network with Dubai Chambers’ local market infrastructure and recent policy moves in Agentic AI. If effectively implemented, the agreement could shorten market-entry timelines for startups and scaleups, create new investor ties and seed collaborative projects across the UAE and India — reinforcing Dubai’s position as a regional node for emerging AI technologies.
