Dubai launches technology incubator to support 20 Emirati founders
Dubai has opened applications for a 16-week technology incubator (Hi2 integrated into Dubai Founders HQ) to support 20 Emirati founders starting October 2026, providing mentoring, market and product support, and access to investors and corporate partners.

Dubai has opened applications for a new technology incubator aimed at supporting 20 Emirati founders to develop commercially viable technology ventures. The 16-week programme will begin in October 2026, is open to UAE nationals with promising technology ideas or minimum viable product (MVP) concepts, and will accept applications until August 2026. Participants will receive mentoring, market and product support, and access to investors and corporate partners through Dubai Founders HQ.
“Embedding Hi2 within Dubai Founders HQ is about creating a structured, end-to-end pathway that enables Emirati talent to progress from an initial idea to an investable business,” said Ahmad Al Room Almheiri, CEO of Dubai SME. “In a global environment defined by rapid economic transformation, Dubai has responded by strategically investing in its founders and developing the infrastructure and programmes needed to ensure Emirati entrepreneurs are not only equipped to compete globally, but also positioned to lead.”
The incubator is designed specifically for Emiratis at the early stages of entrepreneurship, including applicants who have not previously secured funding or launched a company. The programme’s stated aim is to guide founders from idea development through market validation and product readiness to building scalable technology businesses. Beyond the 16-week curriculum, participants will retain access to Dubai Founders HQ’s wider offerings, including additional programmes, events, investors, corporate partners and a broader founder community.

The incubator follows the integration of the Hamdan Innovation Incubator (Hi2) into Dubai Founders HQ. Hi2 was established in 2014 under the patronage of Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum and has supported Emirati entrepreneurs for more than a decade. Under the new arrangement, Hi2 will operate as a dedicated platform for national founders within the Dubai Founders HQ ecosystem, giving participants direct access to mentors, investors, corporate partners and startup services through a single platform.
Dubai Founders HQ itself was established in 2025 as a joint initiative between the Dubai Department of Economy and Tourism and the Dubai Chamber of Digital Economy. The platform is framed as part of the Dubai Economic Agenda, D33, which aims to double the size of Dubai’s economy by 2033. Ahmad Al Room Almheiri emphasized the incubator’s role in building “a stronger and more diverse pipeline of national startups, supporting the goals of the Dubai Economic Agenda, D33.”
Programme organisers say the incubator will prioritise early-stage support — welcoming founders who have not previously secured funding or formed companies — and will provide continued engagement opportunities after the formal programme ends. Through Dubai Founders HQ, graduates of the incubator will be positioned to connect with investors and corporate partners, pursue follow-on programmes and tap into events intended to accelerate commercial readiness.
Applications are now open to Emirati applicants and will close in August 2026. Interested founders are expected to apply with technology concepts or MVPs for consideration for the October cohort.
