Dubai Chamber, Oraseya Capital facilitate funding for 7 startups
Dubai Chamber of Digital Economy hosted a pitching session with Oraseya Capital’s SANDBOX Investment Program connecting seven tech startups (Arakan, Duno, YOUNEA, Riayatech, Avelin, SENSI, Cogniver) with potential investment and follow-on assessment.

The Dubai Chamber of Digital Economy hosted a pitching session with Oraseya Capital, the investment arm of Dubai Integrated Economic Zones Authority (DIEZ), that connected seven technology startups with Oraseya’s investment team and its SANDBOX Investment Program. The session featured presentations of business models, solutions and expansion plans, after which several companies progressed to the next stage of Oraseya Capital’s assessment and may be considered for investment.

“We are focused on providing practical and effective pathways that enable technology startups to connect directly with potential investors and access capital and expertise that can support their growth and expansion. We are committed to supporting the growth of Dubai’s digital economy ecosystem and strengthening its position as a global hub for innovation, entrepreneurship, and investment across all areas of the digital economy,” said Saeed Al Gergawi, Vice President of the Dubai Chamber of Digital Economy.
Julien Plouzeau, Senior Partner at Oraseya Capital, framed the collaboration as a targeted effort to identify and scale promising technology companies. “Our collaboration with the Dubai Chamber of Digital Economy reflects commitment to identifying promising technology companies and enabling them to develop their business models, accelerate their growth, and expand from Dubai, contributing to the competitiveness of the emirate’s entrepreneurship and digital economy ecosystem,” he said.
During the session, founders from seven startups presented directly to Oraseya’s SANDBOX Investment Program team. The participating firms were Arakan, Duno, YOUNEA, Riayatech, Avelin, SENSI, and Cogniver. Brief descriptions provided at the event described:
- Arakan — digital solutions for business compliance and corporate requirements;
- Duno — operational intelligence tools for lenders assessing small and medium-sized enterprises;
- YOUNEA — an AI platform that enables businesses to deploy branded AI agents across voice, chat, and WhatsApp channels;
- Riayatech — digital solutions for healthcare operations and patient services;
- Avelin — sovereign AI infrastructure across cloud, on‑premises, and air‑gapped environments;
- SENSI — digital scent and sensory technologies;
- Cogniver — AI agents for organisational workflows and business processes.
Startups received feedback on requirements for the next stages of evaluation; several advanced to further assessment with Oraseya. Oraseya Capital manages a fund of $136.1 million (AED 500 million) aimed at technology startups from pre-seed through Series B stages. Through its SANDBOX Investment Program, Oraseya offers potential investments ranging from $150,000 (AED 550,000) to about $3 million (AED 11 million), coupled with mentorship, investment-readiness support and access to its broader startup ecosystem.
The pitching session is part of the Dubai Chamber of Digital Economy’s broader effort to connect technology companies with investors and facilitate capital access as startups scale. For the seven participating companies, progression to the next assessment stage means potential access not only to capital but to strategic guidance and introductions that could support regional expansion and product development.
Outlook: with multiple startups already advancing in Oraseya’s process, the coming months will indicate which of the participating firms secure SANDBOX investments. Successful deals could validate several of the showcased technologies — from sovereign AI stacks to sensory tech — and demonstrate the Chamber’s role in funneling early-stage ventures into structured funding avenues.
