Dtec, JetBrains to supercharge AI innovation for UAE Startups

Dubai tech hub Dtec and JetBrains partner to give startups AI development tools

Dubai Technology Entrepreneur Campus (Dtec) has formed a partnership with software developer JetBrains to provide startups across the UAE with complimentary access to JetBrains AI and its professional development environment. The agreement gives Dtec’s network of more than 1,000 startups, SMEs and technology entrepreneurs access to AI-assisted coding capabilities, technical resources and tooling intended to accelerate product development, improve developer productivity and speed the commercialisation of AI-powered applications.

“Empowering entrepreneurs to transform ideas into impactful solutions”

“This partnership with JetBrains reinforces our commitment to equipping startups with the technologies they need to innovate faster and compete globally,” said Ammar Al Malik, Executive Vice President of Commercial at TECOM Group PJSC and Managing Director of Dubai Silicon Oasis. “By providing access to cutting-edge AI development tools, we are empowering entrepreneurs to transform ideas into impactful solutions while supporting Dubai’s vision of becoming a global hub for technology and innovation.”

Partnership details and expected benefits

Under the arrangement, Dtec members will receive complimentary access to JetBrains AI, enabling founders and development teams to integrate AI-assisted coding into their software development workflows. The offering includes access to JetBrains’ integrated development environment (IDE) and associated technical resources aimed at helping early-stage companies scale engineering capabilities as they grow.

JetBrains positions its suite as a productivity and quality-enhancing layer for engineering teams. “We’re excited to partner with Dtec to put powerful AI development tools into the hands of ambitious startups,” said Kirill Skrygan, CEO of JetBrains. “Our goal is to help developers stay focused, productive and creative, allowing them to build innovative products faster while maintaining high standards of software quality.”

Context for UAE startups

The partnership aligns with UAE plans to expand access to advanced technologies across the private sector and startup ecosystem. Dtec, which operates within Dubai Silicon Oasis, directly supports more than 1,000 companies—ranging from nascent ventures to scaling SMEs—providing workspace, mentorship and ecosystem connections. By layering JetBrains’ AI tooling on top of that infrastructure, the collaboration aims to reduce development cycle times and lower the technical barriers for founders building AI-enabled products.

  • Who benefits: Dtec member startups, engineering teams and founders looking to adopt AI-assisted development.
  • What’s provided: Complimentary JetBrains AI access, professional IDE usage and technical resources.
  • Main goals: Accelerate product development, improve developer productivity, bring AI applications to market more efficiently.

Outlook

For startups inside Dtec, the immediate effect should be faster prototyping and more efficient engineering workflows as teams adopt AI-assisted coding. Over the medium term, the partnership could influence the quality and speed of software releases from UAE startups, potentially improving their competitiveness when seeking customers or follow-on funding. For JetBrains, this agreement expands its footprint in a dense cluster of early-stage companies within Dubai Silicon Oasis. Both organisations frame the move as a step toward empowering local entrepreneurs to build AI-driven solutions at scale.
