CITRA and Huawei partner to advance Kuwait's digital future

The Communication and Information Technology Regulatory Authority (CITRA) and Huawei Kuwait have signed a memorandum of understanding (MoU) to deepen collaboration in information and communications technology (ICT) and accelerate Kuwait’s digital transformation. The agreement, announced alongside the release of the Kuwait 5G-Advanced & AI Era Strategic Whitepaper, frames cooperation on artificial intelligence, cloud computing, Internet of Things (IoT) and advanced 5G technologies to support Kuwait Vision 2035 and expand national digital capabilities.

Dr. Khaled Al-Zamel, CITRA Chairman, described the partnership’s intent in clear terms: "the agreement represents a joint effort to enhance collaboration in key technology fields and develop initiatives that contribute added value to Kuwait’s ICT sector." He added that the MoU "reflects CITRA’s commitment to building effective partnerships that combine expertise, encourage innovation, and keep pace with rapid technological developments, contributing to the creation of an advanced digital ecosystem."

What the MoU covers

The MoU establishes a framework for cooperation across multiple strategic areas. As outlined by CITRA and Huawei during the signing, these include:

  • Exchange of knowledge and expertise between CITRA and Huawei
  • Exploration and application of artificial intelligence and cloud computing
  • Deployment and evolution of advanced 5G technologies, including 5G-Advanced
  • Support for innovation, development of national capabilities, and strengthening of specialized skills
  • Areas aligned with the Kuwait 5G-Advanced & AI Era Strategic Whitepaper such as indoor connectivity, network intelligence and industry digitalization

Huawei’s regional leadership framed the partnership as a contribution to Kuwait’s domestic technology ecosystem. Alex Dai, Huawei Vice President for the Gulf region, said the agreement would "strengthen cooperation with CITRA in promoting technological innovation and supporting the development of emerging fields such as artificial intelligence, cloud computing, and the Internet of Things (IoT)." He further commented that "the MoU would contribute to developing national digital capabilities, nurturing technology talent, and supporting the growth of Kuwait’s digital content industry."

Context and immediate implications

The MoU coincided with the official release of the Kuwait 5G-Advanced & AI Era Strategic Whitepaper, which sets out priorities for the next stage of the country’s digital development. The Whitepaper highlights 5G-Advanced evolution, indoor connectivity, network intelligence, industry digitalization, and the responsible adoption of emerging technologies as focal points to meet Kuwait Vision 2035 objectives.

Operationally, the agreement is positioned to facilitate joint initiatives, pilot projects and knowledge transfer programs aimed at elevating technical skills and supporting local innovation.
