Shorooq, EGF invest in FMSi to drive fleet tech expansion

Shorooq and the Emirates Growth Fund (EGF) have made a strategic growth investment in Fleet Management Systems International (FMSi), backing the regional fleet management technology provider as it seeks to expand across the Gulf, pursue acquisitions and strengthen its product and compliance capabilities. Shorooq originated, structured and led the transaction, deploying capital through its managed funds and a syndicate of co-investors, while EGF will partner on governance, sector expertise and operational support alongside FMSi’s founder and management team.

“Our partnership with Shorooq represents a strategic collaboration between sovereign and private capital, each bringing capability and capital. Together, we are helping FMSi scale the kind of advanced technology that supports the UAE's industrial ambition. This investment will strengthen the base behind Operation 300bn and the UAE's next chapter of growth,” said Matthew Singh, Chief Investment Officer of EGF.

The investment responds to evolving market dynamics in fleet telematics, where solutions have moved beyond operational monitoring to become critical compliance infrastructure. Mandatory regulations and more sophisticated requirements for detecting driver fatigue and distraction are raising technical standards for operators across the region. The transaction positions FMSi — which already has longstanding customer relationships and a track record in sectors such as oil and gas — to capitalise on those regulatory and operational shifts.

Shorooq framed the deal as a milestone in the development of its private equity strategy, adding to a platform that spans venture capital, credit, private equity and real assets. The firm said its private equity practice targets established, cash-generative regional businesses with the market position to consolidate a category — a profile that fits FMSi’s current market standing.

Analysts and industry participants see a strategic edge for established, locally embedded providers that hold required certifications and in-country support as technical and regulatory complexity increases. FMSi’s experience serving heavy-regulation environments such as oil and gas — sectors with some of the most demanding safety standards globally — is highlighted as a key strength enabling consolidation and product deepening.

Looking ahead, Shorooq, EGF and FMSi plan to scale the platform through organic expansion and M&A, with the stated ambition of becoming the regional leader in providing technology to keep vehicle fleets safe, compliant and efficient. The partners say they will work closely with FMSi’s management on governance and operational improvements while deploying capital to broaden product capability and market coverage across the Gulf.
