AI-Powered System to Automate Dubai Building Permits and Speed Up Approvals

Dubai Municipality has unveiled an artificial intelligence system designed to reduce building permit processing times from days to minutes by automatically issuing permits for certain building types. The project, to be rolled out in three phases over 26 weeks, will enable automated permit issuance for all private and investment villas by reading submitted drawings and documents, verifying compliance with the Dubai Building Code, and cross-checking mechanical, electrical and plumbing (MEP), structural and planning requirements.

"The project reflects Dubai's vision of using artificial intelligence not merely to improve government services, but to fundamentally redesign them by creating a digital ecosystem capable of making accurate and efficient decisions in line with the highest regulatory and engineering standards," said Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality. "The automated issuance of building permits marks a transformative milestone in the customer journey, accelerating service delivery, enhancing service quality, and supporting the objectives of the Dubai Economic Agenda D33 and Dubai's annual plan to accelerate AI adoption."

How the system works

The AI agent will assess plot planning requirements and review architectural designs against the Dubai Building Code. It will evaluate MEP systems, validate structural safety and building stability requirements, cross-check data across submitted drawings and supporting documents, and automatically generate building card information. Customers will be able to run pre-submission design checks and receive instant decisions on permit applications, with the system providing immediate feedback and guidance where additional information or amendments are required.

Three-phase rollout and pilot testing

• Phase 1 – Development and testing: Build and test the AI agent’s ability to assess compliance across multiple engineering disciplines.
• Phase 2 – Pilot: Run a live pilot with a selected group of engineering consultancy firms to evaluate performance and collect user experience feedback.
• Phase 3 – Full rollout: Deploy the system for all private and investment villa building permit applications submitted by engineering consultancy firms, fully integrated into the Build in Dubai platform.

Dubai Municipality said the system will significantly reduce internal processing times by limiting manual reviews to exceptional cases, allowing technical teams to concentrate on higher-value activities. Improved quality and accuracy of data and analytics are expected to support more informed decision-making and planning across the emirate’s built environment.

Municipality officials framed the initiative as part of a broader move to modernise the emirate's building ecosystem and accelerate government procedures through advanced digital technologies and AI. By automating routine compliance checks and issuing permits without human intervention for eligible villa projects, the system aims to support ease of doing business and enhance the customer experience. Eng. Al Muhairi said the project "contributes to building a more efficient, agile and future-ready government while reinforcing Dubai's position as the world's best city to live, work and invest."

Implementation across the 26-week timetable will be watched closely by industry stakeholders participating in the pilot phase, and its success will likely influence further expansion of AI-driven services across municipal operations and the wider construction sector.
