A British Startup Is Building Qatar’s First EV Factory Before Its Own
British EV firm WEVC has signed a partnership with Doha-based JTA to build Qatar’s first dedicated EV factory, producing two models from early 2028 with an initial capacity of ~5,000 units per year.

British electric vehicle manufacturer WEVC (Watt Electric Vehicle Company) has signed a long-term strategic partnership with Doha-headquartered JTA International Investment Holding to establish Qatar’s first dedicated EV manufacturing plant. Under the deal, WEVC will engineer vehicles in the UK and manufacture an initial two models in Qatar — a passenger car and a medium-sized delivery van — with production targeted to begin in early 2028 at roughly 5,000 units per year before scaling up for export across the GCC and other international markets.
"Our partnership with JTA Investment Holding marks a defining milestone in WATT’s international growth," said WEVC founder and chief executive Neil Yates. "Our proprietary electric vehicle platform, developed and validated in the United Kingdom, enables the rapid and commercially efficient development of highly customised electric vehicles while significantly reducing development time and manufacturing costs."
The agreement leverages WEVC’s recently unveiled PACES platform, a bespoke architecture the company says can underpin a wide range of vehicles from L7e quadricycles to passenger cars, sports cars, commercial vehicles and trucks. WEVC’s portfolio includes the eCV1, a lightweight electric delivery vehicle that the company has cited as an example of its medium-sized van capability; the Qatar plant is expected to produce a van along similar lines alongside a compact passenger model.

WEVC frames the Qatar facility as the forerunner to a broader international manufacturing footprint. Neil Yates has said the Gulf factory is intended to accelerate the company’s plan to build its own EV manufacturing plant in the United Kingdom, with further "satellite operations" planned for the United States and Asia. In effect, WEVC is establishing its first volume production facility abroad ahead of completing its UK factory.
The partnership encompasses the full vehicle lifecycle, from proprietary platform technology through to engineering, product development and production planning. WEVC highlights its lightweight aluminium architecture as a key enabler for shorter development cycles, greater manufacturing flexibility and the ability to offer highly customised vehicles to varied markets and customers.
Beyond commercial aims, the tie-up is positioned as delivering industrial benefits for Qatar by strengthening local supply chains and developing a more skilled automotive workforce. The initial 5,000-unit annual output is modest by global standards but represents a strategic foothold for WEVC in the Middle East and a potential springboard for expanded regional exports and future factory rollouts elsewhere.
With manufacturing due to begin in early 2028, the next phases for WEVC will hinge on delivering the promised vehicle engineering from its UK base, scaling production in Qatar beyond the initial run-rate, and executing plans for satellite facilities in the US and Asia. How quickly WEVC can move from prototypes and platform demonstrations to sustained volume production will determine whether the Qatar factory is the first of many or an isolated early experiment in the company’s internationalisation strategy.
