$15bln technology investments, partnerships announced as LEAP opens in Saudi Arabia

LEAP opened its fifth edition on Tuesday in Saudi Arabia with more than $15 billion in announced technology investments and strategic commitments, underscoring a wave of deals spanning artificial intelligence, cloud infrastructure and autonomous systems. Organisers highlighted that the Kingdom's digital economy has expanded 69% since LEAP's launch, rising from $118 billion to $199 billion, while women now make up 36% of the technology workforce.

"No company delivers something at this scale on its own. What you are seeing is a country rallied around a mission, with partners across the Kingdom building alongside us," said Tareq Amin, Chief Executive Officer of HUMAIN. "The leadership understood early that AI is a foundational technology rather than an additive one, and everything we are building serves that vision."

Major announcements and partnerships

  • HUMAIN unveiled HUMAIN M3, an open-weights Arabic language model trained on more than one trillion Arabic tokens, and HUMAIN Voice, a conversational AI platform covering Saudi, Maghrebi, Egyptian and Levantine dialects.
  • HUMAIN announced a strategic partnership with Applied Intuition to deploy physical AI technologies across Saudi logistics, beginning with autonomous trucking and aiming to establish what organisers called the world’s largest autonomous trucking network, with thousands of autonomous vehicles expected on key corridors by 2030.
  • A $5 billion joint investment between HUMAIN and Amazon Web Services will create the AWS HUMAIN AI Zone to support advanced AI infrastructure and cloud capabilities in the Kingdom.
  • xAI committed to a major Saudi-based data centre deployment starting with 50MW and scaling to 500MW of capacity as part of one of its largest international expansions to date.
  • AMD and HUMAIN confirmed the deployment of AMD’s largest inference cluster outside the United States.
  • Adobe reported contributing to a $4 billion creative economy in Saudi Arabia over the past 12 months through investments in digital creativity and innovation.

Context and significance

The announcements on LEAP's opening day reflect a concerted push to build both cloud and physical AI infrastructure in Saudi Arabia. The AWS HUMAIN AI Zone and AMD’s inference cluster aim to bolster local compute capacity for AI model training and inference, while xAI’s data centre expansion addresses large-scale regional demand for power and interconnection. Parallel investments in autonomous trucking — through HUMAIN and Applied Intuition — signal an integration of software, hardware and logistics to commercialise physical AI at scale.

Event co-founder Mike Champion, CEO of Tahaluf, framed the day's outcomes as evidence of maturation: "Since 2022, LEAP has helped establish Saudi Arabia as one of the world's most dynamic technology markets, bringing together investors, innovators and industry leaders to create tangible outcomes. As we enter [the] fifth year, the scale of today's announcements reflects both the maturity of the event and the Kingdom's growing influence in shaping the future of the global technology sector."

Outlook

LEAP 2026 continues through September 3 with programming across AI, digital infrastructure, investment and emerging technologies. The announced capital commitments — notably the $5 billion AWS-HUMAIN investment and xAI's staged 50MW-to-500MW deployment — set a timeline for expanded compute and operational capacity over the next several years. If realised, the autonomous trucking networks and expanded data centre footprints will convert headline investments into tangible logistics and cloud services, with implications for regional supply chains, AI research capacity and the Kingdom's role in global technology markets.
